I want to report someone for being a contest scammer but not sure how to, who do I pm, what should I put as the topic and all that?

If I was in your situation, I'd click the red wording with the brackets saying "[Report Post]" on whoever's post it was, then I'd describe the situation, and probably contact the mod of the board it was on too, and let them handle the poster from there. Of course, if you can't provide sufficient evidence you'd get in trouble for abusing the report link.

I'm glad things like this is taken seriously. I hate anyone who gets people's hopes up like that. If you aren't seriously, don't hold the contest.

I advise Dark Savior to use delivery Conf on any packages he sends to you or anyone else from now on. I really dont understand why people wont take the extra step of spending $.50 to make sure they have some sort of proof that will cost them a lot less in the long run

sent the figure out and to be honest I feel like I am the one being scammed here. here is my solution you want me to send you something and I don't want to get ripped off. So if you send me $5 dollars shipping I will gladly send any of these figures as a replacement:
Shopzone Eddie Guerro Sealed Classic Super Stars Barbrain or Warlord or big bossman
Those are the only figures I have that I will part with all sealed I would send the Edge figure but yeah I don't have that one anymore because I sent it. Also I sent you a PM asking what we could do to fix this and I got nothing in response this is my soultion. I don't rip people off I am 23 years old and I wouldn't waste my time holding a contest to "scam" someone. This is the last time I do one of these because I see how it all works. Let me know if this works if it does you can send me the $5 bucks first and I will send your figure with a tracking number that I forgot last time. However I am not a scammer and I honestly feel like since I am new I am being taken advantage of.

While I somewhat understand where he's coming from, seems like just as much being taken advantage of to win a contest, and then have to pay $5 just to get the prize.
Depending on how this is handled, it would appear as though the contest holder would has the burden of proof.

Unfortunately, its more than $.50.....$.80 nowadays. But it protects you as the sender.
