Not crazy about the entire list but Sean O'Haire is a guy that I will always wonder "what if." He seemed to have all the tools and really just an exciting guy to watch imo. It's a shame he couldn't be repackaged after the Piper thing because that type of gimmick really worked for him. Great move set, look, and ability...
I don't buy into the Shelton Benjamin thing and I just don't care how athletic he was he couldn't work the mic and nobody ever cared about his character outside of when he worked in WGTT.
Jamie Noble is the crap
Ultimo is only under rated in the US, which is a shame.
Elijah Burke is still under rated imo to this day which is a joke. The Pope might be one of the best gimmicks I have seen in the last 10 or so years and the guy is really a total package. I'd like to see him back in WWE at some point.
Lance Storm and Regal for sure, and Raven is one of the greatest of all time imo but still under rated.
Christian and DDP I am not really sure I consider under rated. I think largely fans acknowledge how good both those guys are/were. I guess they were under rated by WWE management but that is a whole other can of worms.

Ultimo Dragon's run was easily the biggest misuse and waste of talent in WWE history. The guy is a legend and he did absolutely NOTHING during his brief stint with the company. Ridiculous.

I still can't believe how Raven was used in the WWE. He could've been huge had he been used like on ECW. The guy could cut great promos, and was a good wrestler. He should've been brought at the Attitude Era, he would have fitted with it. I also have thought that he could've had an amazing feud with a Deadman Undertaker, but thinking about him going against a Ministry Undertaker, or even aligning with them makes me sad to remember his stint in the WWE.
