the new Deadpool & Cable #1 that just came it, is that a new ongoing series, a mini series or a one-shot??

It's not a new series or mini-series. Its just a continuation of the last series that ended.

and you're a bit confused as it isnt issue # 1, it was issue # 26. and its a stand alone extra issue to Cable's last series. the issue itself is just a Deadpool issue as Cable doesnt appear at all as the story takes place after he's already dead.
