Popyduggan.
Also, T.L. Hopper, Steve Reese, and Zach Gowen, though I hope I eat those words. He'll cost 20% less to produce.
Plus any of the goofy Jakks CS figs like friggin' Baseball Man Schwartz and Shockmaster.

They always say never say never… but which superstars (past or present) are never going to have a figure made of them? Obviously Owen Hart - But Mattel have already addressed this issue. Also Chris Benoit - Obvious reasons he’ll never a figure made of him. Hulk Hogan? Jeff Hardy? Jeff Jarrett? Kurt Angle? AJ Styles? Who is most likely to NEVER have a Mattel figure made of them? If you're gonna dig back.. I'm sure there are all sorts of preliminary wrestlers from the 50s and 60s that will never get a figure made. But you asked two different questions... so I'm gonna answer them. As far as who will never get a Mattel figure made? Owen Hart and Chris Benoit, at the moment, are the only ones that are confirmed nos. Then again, Martha could change her mind... WWE could lighten it's Benoit policy. I still can't see Benoit ever getting a Mattel figure though. I'd say Benoit is the only one that's 100%.. and seeing as how Mattel has the contract as long as they do, even that I wouldn't swear to. I'd also be really confused if they somehow both wanted to and managed to sign someone like AJ Styles to a deal for a Legends figure.. so it's safe to say that anyone active in TNA with no (or a limited) WWE past won't get a figure while they're still in that situation. Now, as far as your overall question that was in the thread title, which was "Who is most likely to never have a FIGURE made", without specifying brand... I don't know. There aren't many major stars of pro wrestling that I can think of who haven't had a figure produced. Gorgeous George? Blackjack Mulligan? I think Nick Bockwinkel had an AWA figure... It's strange.. Larry Zbyszko? AWA figure. Alex Wright? OSFTM WCW figure.. Johnny Rodz? CS figure.. Von Erichs? Mattel Legends... It's strange to say.. but Linda McMahon, Michael Cole, Tony Schiavone, Gordon Solie, Charles Robinson, Nick Patrick, and Dixie Carter are likely the people in wrestling who've gotten the most airtime, but no figures. Folks like Alberto Del Rio, Terry Taylor, Alex Riley, Douglas Williams, Kazarian, and Jesse Neal would qualify, except that they're all on deck for figures. I'm not counting folks like Mason Ryan, who are simply too new to be out in figure form yet. And before you bring him up, there are already figures of the guy known as Sin Cara in WWE... besides, we all know he'll be a big seller in the Mattel line anyways. As far as actual in ring wrestlers.. Zach Gowen, David Von Erich, Bruce Hart, Dink, Scotty Riggs, Ron Reis/Yeti/Giant Ninja/Reese, Sick Boy, Glacier, Ernest Miller, Cobra/nWo Sting, Jack Victory, Joel Gertner, Blue Meanie, and many ROH and indy guys would be the ones to spring to mind. It's safe to assume we won't get most of those guys, with the possible exceptions of Gowen, Von Erich, Meanie, Gertner, Glacier, Miller, and Riggs... all of whom are still incredible longshots, and probably have less than a 1% chance of getting a figure anyways... If we qualified this by saying "American" figures.. folks like Jushin Thunder Liger, Stan Hansen, Great Muta, and Masahiro Chono would have to lead the list.. but they've all gotten figures in Japan. I'd love to see Jakks or Mattel make some of them though. And I don't know why she's so hung up about it.. but I'd say the person that's most popular that we're least likely to ever have available in an action figure form is Linda McMahon....

The Patriot Paul Roma Missy Hyatt Tom Magee Patriot, of course, had a Jakks BCA figure.. I could see him getting a Mattel if they keep the Legends line going and start aiming for more "deep cuts". I am kinda surprised that neither Hyatt or Roma has ever gotten a figure of any kind though.. doubt either of them would get Mattels, although Roma's been around so much (team wise) that he may end up with a figure eventually. Of course.. Hyatt's been around a lot too.. but that won't improve her chances of getting a figure. And while we're on the subject.. add those two and Eddie Gilbert to my previous list.

It's called vanity. Linda didn't like the look of herself as a toy. Jakks wasted countless dollars creating Linda McMahon prototypes, & for nothing. She even got an entirely new mold in the TTL era which was never used. That's a good $30,000 down the drain for Jakks. I kinda hope Mattel do not waste their time...or ours...trying to get this woman to allow an action figure to be released.

Eddie [Gilbert] had one of those legends figure I wasn't sure about that.. scratch that then... Yeah, it's ridiculous. Not only that, the figure really didn't look half bad. And even then, they scheduled her again for CS 24.. and again, nothing. It really sucks though.. she might be the most "over" person in wrestling history that hasn't gotten any sort of action figure.. and it's certainly ridiculous that she's the only of the four McMahons to not get made in action figure form.

I think maybe in 5-10 years, if the contract is still running, there may be a possibility of both Benoit and Owen.

I think maybe in 5-10 years, if the contract is still running, there may be a possibility of both Benoit and Owen. I seriously disagree with you about Benoit. You've got to remember he MURDERED his wife and son, then killed himself. Yes, I was a fan of his in ring work and if he happens to be on a DVD I'm watching I don't skip his match, but WWE/Mattel are very right in not "celebrating" his life/career in the form of a figure. I'm not having a go at you specifically, but every time this subject of who can't have a figure made is brought up, Benoit's name is mentioned. Then someone will say that he deserves a figure for what he accomplished in the ring. What he accomplished inside the wrestling business was more than likely one of the causes for what he did. His pain pill addiction was because he wrestled a hard style night in, night out. So from my persepective, he tarnished everything he did in the ring by killing his wife and son. Owen on the other hand would be possible if Martha warms to the idea. But I can't really blame her if she doesn't.
