Yes, I consider them Legends. The top shelf of my bookcase is reserved for Legends but it also includes EG, DM, All Stars, Heritage, and Flashback figures. To me, any Elite or Basic figure that has a "classic" feel to them is enough to be considered a "Legend". I just don't worry about classifications as much.
It's interesting to me that some people would complain about the lack of big names like Bret Hart, HBK, Kane, Yokozuna, Undertaker, etc. within the Legends line but now that they're actually coming out, they don't want them because they're not "Legends". I can understand wanting to be consistent with MOC collections but most long-term toy lines are bound to change their packaging anyway. Ultimately, to me, the character is more important than what the packaging says. DM Bret Hart, for example, is too iconic to be disregarded just because he's a DM. As long as we get the figure, that's what really matters to me!

I will be displaying my Flashback figures with my Legends.

I only count wrestlers in their outfits/gimmicks up until 1994 to the Legends.

i also putted my exclusives from ringside on a shelf but now i will put them with legends and current wrestlers

At this point I look at Flashbacks, DMs, Heritage Brets' Shawns' in Classic attire, and Entrance Greats as Legends, they are in scale and the number of actual Legend's has dwindled to online exclusive only, we have to consider the legends inserted in other lines.
