If WWE shifted the Divas to more of a tag team-oriented division, replaced the Divas Title with the Divas Tag Titles and gave them time (last one's a big "if"), then I think it would work for everyone.
Teams you could have out of the gate are the Bellas, AJ & Kaitlyn, Divas of Doom, the Funkettes and Kelly & Eve. Seeing as how WWE doesn't care about repetitiveness, they could make it work with five real teams for a while. Then some pairings that could be introduced later would be Maxine & Aksana (who have worked with each other in FCW) and Alicia Fox & her sister (who's in FCW/was on Tough Enough). From there mix-and-match whichever Divas are left and like Air Boom, maybe fans will think of them as a real team after a while, not just two random wrestlers paired with each other.
WWE likes to get as many Divas as possible on a lot of shows, and it could protect bad wrestlers by having their more talented partner do the brunt of the in-ring work. The Divas division as it is now is complete garbage, so why not try something different and see if it catches on?

Probably didn't have an extra minute and 30 seconds to spare each week so they decided to scrap it.

Why would they even do this when there are so many divas not not even used in singles matches, let along creating tag teams in additiona to singles wrestlers in the female devision.
