That looks like the old wwf finishing moves headscan and hair, but I don't know much about the older ra/ad series so I can't shed anymore light on it.

I've never head of anything like this, but I love protypes and unreleased info like this! I couldn't find any more pictures aside from the studio protos that look like the final.
It looks like his Final Count head (http://img.iwascoding.com/3/2012/05/16/D5/31D50A6BADF84865B65A3BDBBB4D404C.jpg, same facescan as the AD) but his wild hair is intact and repainted.
Other than that it's the same basic facepaint and facial hair structure as the final release. I guess at the early stages of making RA figures they may have considered keeping the wild and flying hair for some people, such as a high-flyer like Jeff Hardy. Or maybe they had to make a quick example figure but didn't have the time to retool his hair.
I'm looking at my AD 1 Jeff, and the proto one has different hands (looks like a closed right fist and a gripping left), while the real Jeff had a right gripping hand and a left backhand (just like the Dreamer there). The proto's left arm also has a clear patch of Jeff's skin on the forearm, while the paint for the released version covers much more. my gosh I love this kind of stuff.

I have the AD1 Jeff and can't see how that could be a prototype...interesting.

To me looks like the R3 tech head on AD1 Jeff, Stomwijf would probably no more as he collects prototypes and rare releases.

I'm willing to bet this is just the AD 1 Hardy, with a poorly painted head from a finishing moves Jeff Hardy from back in 2000, definitely not a prototype

i remember that picture, it's definetely from some toyshow. I have pictures of other figures from the same show.
the figure is the prototype AD1 Jeff, which had the Finishing Moves head for some reason. the hair isn't short, it's just the camera angle making it look that way, it's actually long but it's sticking up like he's in mid-air or something.
