Doesnt really matter where you start, especially since u say you have no figures as of yet. Just go to the store and start buying because you have to start somewhere. also go to local flea markets and try to get a handful of figures for a cheaper price and check your local Craigslist also.

It all depends on if you want current or Legends or both. For legends I'd hit up big lots and Marshall's.
For the rest I'd figure out who you like or want then go from there.
Lucky for you there are some GREAT figs still at retail and E19 (some consider the best set ever) are coming to stores next month. If you are looking to pick up a lot of figures right away, check ebay for either loose lots or MOC lots. You can get some great deals on there. That's how I really added to my collection and it's pretty much the way to go to get the older figures that aren't at retail anymore. Also, check discount stores like Big Lots, Ross, Marshalls and TJ Maxx where you can score some Legends or Defining Moments for good prices. Right now, stores like Toys R Us are having holiday sales like 2 Basics for $16.99 or 2 BOPPV Basics for $19.99 today and tomorrow. You can get some deals on Amazon too but you have to check regularly. Ringside Collectibles is great for their awesome exclusives and figures not yet released to retail yet like Elite 19. They also have a good holiday sale right now and generally have sales for the WWE PPV events during the year.
