I'm sure this has been posted before but i'm sure people have not been having the same problems with me.
The one thing I have to say is I feel with the actual figures these seemed the most rushed and/or lazily made. The painting on alot of the figures seems rushed and i've heard many problems with this series mainly in Kane and Dbry which is where i'm having most of my issues.
Brock - Right boot insanely loose
DBry - Feet will not move back and forth, stuck in place, right shoulder tough to move
Kane - Feet problem as well
I didn't ope Miss Elizabeth or HBK and Dolph seems to be fine except for this foot problem.

E18 and up has new interlocking feet joints to prevent loose ankles.

It seems that almost every series of late that I have gotten has had either loose ankles or loose hips. We are up to series 20 and still having quality issues that should by now be ironed out

My Kane figure has some damn loose hips. He could re-enact Johnny Cage's nut punch.

My Liz has two tiny paint drips on her foot. No big deal really but it is a little annoying paying 20$ and you have problems with some or have to look threw the figures to pick the best one.

When I buy figures now I really look them over in the package before I buy them and compare the figures if there are multiples.
The general rules I go by is obviously if the paint job is messed up I'm not getting it. And recently I've been electing to NOT buy figures if the feet are pointed or bent in a weird angle, as that usually means loose ankles.

I passed on E19 twice til I found a set that didn't have paint errors. For the amount that we pay for elites and the time Mattel has had to make them we shouldn't be experiencing these things as consumers.

The only issue I have with E19 is I can't find Miss Elizabeth. But I have everyone else plus 3 HBK and they have no qc issues. paint apps are very good, joints aren't too tight or too loose. But perfect.

Ive done this ever since i can remember, with every figure i buy, mattel, neca, whoever. Though it may be more prevalent with these past few elite lines, shoddy paint apps and errors are not too uncommon overall. At least in my experience. If there are multiples of the same figure, i will look at every single one on the shelf to make sure im getting the best looking one possible since im shelling out the money for it.

My Brock also has a loose right boot, and every one I've seen so far has extremely sloppy paint on the bottoms of his trunks, with black or red running down his legs. The only other E19 figure I've opened so far, HBK, has kind of a loose left arm. Haven't opened Liz or Kane yet.
I had to compare two Brocks in the store, one had paint running down the legs and the other had a "lazy eye." I got the one with the leg problem.

I have gotten two hbks. One was fine, the other had boot facing wrong way with foot put on backwards. Foot faces forward with calf facing the front. Brock, dolph, and d bry have been fine.

Man, I was pretty p'oed about Dolphs' feet being frozen. I had to pop the sole of his boot back in, when I was breaking his feet in it partially popped out.
It is my opinion that Mattel puts too much stock in what people say on here sometimes. I have over 100 loose Elites. Besides Cena and the Bret Hart who shares his mold, there are only maybe 5 or 6 with weak ankles. The Cena mold was admittedly bad and needed replacement, but year after year, show after show, everyone complained about the ankles like it was more than an isolated problem. And now Mattel has 'fixed' an non-existent problem, and the complaints roll in. I have all of E17, E19, and everyone but Rey from E18, and the new ankles are frozen on most of them. It takes a lot of pressure to get them to move, and 3 of them have had the sole of the foot bow outward, and in Dolph's case pop loose.
Sometimes I wish Mattel would realize what a crazy lot we are. I remember at one Q&A the guy from the team looked genuinely confused when the loose ankle topic came up. He said something like 'haven't heard that one'. Probably because it's not a real issue.
It is interesting that every error in E19 is the same, my figures all suffer the same thing as OP stated. Miss Elizabeth was fine other than the neck which I'm well aware is probably an isolated thing, so please MDT, don't ratch the necks down where they can't move without breaking.
Elite 17 was a beautiful set, but I had to sift through dozens of everyone to get a good paint job. Across the board that was a terrible set for QC. Luckily that was the set every freaking store around here had and in mass quantities. I literally looked for 3 weeks for a Sheamus and passed over roughly 30 before finding one with the eyes and hair painted correctly, and without scuffs, glops, and other issues. I even saw a Sheamus with no left pupil or Iris, just a milky eye. John Cena was the same, tons of stains, and slop, and eyes pointing down, and one that had no eyebrows and the front half of the boxers missing from seam to seam. Kelly Kelly I encountered far less, but more than half the ones I saw had her hairpiece glued on extremely crooked. She also suffered from detached hovering eyelashes on most of them. And we all saw 'Dirty Sanchez' Zack Ryder.
Such is the fate of every toy line I have ever collected. I was being optimistic in hoping it wouldn't happen so soon, but as always, the QC goes down while the price just keeps on climbing. I collected Marvel Legends from the beginning when they were $6.99, to when Hasbro killed them the first time and places were charging as much as $16.99 for a bunch of figures that were poorly painted or styled. They're back now, and with much better sculpting and paint apps than before, but it's only a matter of time before those fall again.

My Kane has loose legs as do many. D-Bry has some paint issue on his kickpad where it says Yes, but nothing I can't over look, and all of the figures I buy go to my kid anyway.
The Feet are frozen, but it's been like that since E17 Cena I believe. I could put them in some hot water and unfreeze them I imagine, but haven't bothered.

I got a D Bryan from E19, moved his leg a little and it snapped off so i ended but having to buy another one, i shouldn't have had to buy another one in the first place

I understand that we pay alot for these, but you all need yo keep in mind its a toy, the purpose of toys is to play with them and get scratches, paint marks etc on them. But as COLLECTORS of course you want the best looking figure possible. I have an E9 Ryder that has black marks on both arms and even legs, does it irritate me? No. Is it an eyesore? Kinda. But these are still mass produced toys made in China, imperfections will happen. On a side note, looses ankles were a problem for me: L1 Austin, E9 Orton, E11 Barrett and Cena, E8 Regal, E13 Sheamus and E14 Rock. I have all of E18 except King, no problems.

Seriously reading these qc posts I have to say I must be the luckiest person out there. Of all the Mattel WWE figures I've purchased only 2 have had what I would consider a QC issue. My Basic series 2 Kozlov had a fused hip that tore off when tried to "snap" it free. And a DM Macho Man which also suffered from a fused hip. Other than that nothing I'd call QC issues. Sure a couple of my BoPPV Bret's had loose ankles, but nothing that hindered their function...but rather something you'd expect from a mass produced toy.
