Yeah, I don't really think Rhodes or Sandow are in the mist of a push atm I like that they're trying to make new 'top' guys but they really need to starting pushing sometime towards where Cena is at!

There's a reason why guys like Rhodes, Sandow, Cesaro, Ryder, and the Divas aren't being pushed as much--they're not over! They get no reaction from the crowd and they don't sell as much merchandise, either.
By contrast, guys like Cena, Punk, Orton, Sheamus, and Big Show get huge pushes is because they get plenty of reaction of the WWE Universe.
As a result, Vince McMahon decided to rely on part-time (but extremely marketable) Superstars like Lesnar, Undertaker, The Rock, and Triple H to get most of the exposure at WrestleMania 29 due to McMahon's lack of faith against most of the mid-carders of whom he feels don't draw as well.
In other words, WrestleMania 29 was all about the big names and big name Superstars equals big bucks!

They are doing a good job of utilizing new and young talent now. But you can pretty much take Cesaro off the list now because he's in midcard heel purgatory now, seeing how he lost to frickin' Kofi. But off that point... I don't think the problem is that they aren't pushing young talent, it's that they aren't showcasing them even when they are being pushed. They're either losing to Cena or an afterthought compared to whatever he's doing. No, as others have said, Cena's not a "career killer," but the fact that no one else can even attain his level is just ridiculous.
Batman isn't as powerful as Superman, but they are both equally as important to the Justice League. WWE can afford to have other top stars besides Cena, but they don't. It's forever Superman and the citizens of Metropolis.

How the hell is 3MB on that list? All of members have been around for quite a while. Not to mention I wouldn't consider what they're doing to be a push by any means.

So of all the people the OP listed who can be considered a superstar, let alone a top guy? Of all of them maybe The Shield is/are the only guys/group that can be taken as legit top guys. None of them have been given meaningful pushes and cannot be considered legit top stars. Sure they may get a title here or there but they aren't pushed to the level of guys like Cena, Orton, and Sheamus. Give it time. All of those guys are still very young and still have alot of time to give. - Bryan loosing in 18 seconds at WM28 shows how much the WWE cares about pushing him. They still bring it up today and is an overall summary of how the WWE wants to use him. The fact he is still stuck in the comedy act w/ Kane shows the WWE has no clue what to do w/ him. - Cesaro had a long US Title reign, but did absolutly nothing of note, like most of the midcard champs of the past decade. The writers had nothing to do w/ a guy who has so much potential, and simply had him drop the title to the ultimate midcard transitional champion, Kofi Kingston. - Ryback is winless in all of his PPV matches. For a guy who was suppose to have this dominant winning steak and the next top guy, he has dropped multiple PPV matches to Punk, The Shield, and even Mark Henry. So much for being seen as a legit top guy. - Kaitlyn is simply the diva of the month. For the past few years the WWE has been blowing through divas in a very week division. She will simply be added to the list of recent diva champs who get a decent push and then are dropped off the face of the planet (Beth, Nataliya, Bella Twins, Kelly, etc...). - Cody had a ton of momentum going a year ago coming off his awsome IC title run. Then his push stopped out of no where and him and Sandow have been stuck in this on again, off again tag team that keeps jobbing to Kane and Bryan, and more recently Brodus and Tensai. They have no credibility right now. - 3MB is a group of jobbers. Their ceiling is basically what Santino's has been for years now. - Dolph has been jobbing to everyone since winning the MITB last year. Hell, he already lost to Swagger this past week. Not much credibility for the "Show Off" right now.
