The rules are too vague, are we talking about someone who NEVER main evented a PPV, or someone who didn't consistently main event a PPV?
Technically Bulldog and Owen both main evented a fair few PPVs (they both main evented Summerslams and a couple IYHs), so I'll say Billy Gunn (followed by Dynamite Kid).

Christian has been in the Main Event of WWE aswell as TNA holding WHC in WWE aswell as the NWA-TNA World Title
Raven doesn't count either. Holding the ECW world title and NWATNA world title.

Rick Rude....ill never understand why he never held the WWE or WCW heavyweight title. That guy was a physical specimen. Great gimmick, could talk, had everything. Died well before his time. One superstar i wish was still around to hear a shoot interview from or a book. R.I.P Rick.

Does The Million Dollar Man count? He spent some time in the main event... he also spent a lot of time on the undercard feuding with guys like Jake "The Snake", Roddy Piper, Virgil, Dusty Rhodes, Hercules, etc.... and they were mostly a lot of fun feuds - that were not "main event." He'd get my vote.... for a price...

Chris Candido. Had the big guy look, great in the ring, greag on the mic, and lets not forget he married Sunny. I can not beleive the man never held a World Title. Had the big guy look? He was like 5'8...but I do agree he was one hell of an all around talent. It's a shame he never had a lot of success. I always thought Billy Gunn had everything to be a top guy. He was a bigger guy, but was as agile as a smaller guy. I thought he was pretty good on the mic and even better in the ring. Not sure whatever held him back, but it was a missed opportunity.

Look at Taz. Same build. I think it came down to his voice . Haha he had a soft voice. Billy gunn for sure!!! Another is Hardcore Holly. His feud with Lesnar and RVD both appeared to point at a Title win!

Arn Anderson - Just as good, if not better than Flair in the ring. Sadly because he didn't have the charisma that Flair did he was always portrayed as Flair's best bud and bodyguard. The guy deserved to win a world title.
