There were a few that surprised me. Benoit's win in 2004 was very surprising. Mysterio's was also unexpected. Also Cena's win in 2008 was very surprising since everyone thought he was going to be on the shelf a lot longer.

For me, it's easily:
Vince McMahon in 1999 (yeah, never saw this happening) Edge in 2010 (wasn't expecting him back yet and when he returned in the Rumble I still figured Cena would win) Sheamus in 2012 (never would've guessed this one)

Chris Benoit in 2004 (even though all signs pointed to it, I just couldn't believe it until it happened.) Rey Mysterio in 2006 John Cena in 2008 (because of his surprise return, once he was in, it was blatantly obvious) Edge in 2010 (see Cena) Sheamus in 2012 (thought it was Jericho's, for sure)

I think the earlier ones were harder to pick a winner since they didn't have the championship stipulation on it. I never thought "Big" John Studd would win and when they did the world title stip, I never thought Yokozuna would win. The last few years it was almost obvious, at least to me, on who was going to win.

Sheamus in 2012. I was convinced Chris Jericho would win.

Honestly, ive never been shocked, just excited during final fours. Shocking would be a complete jobber or mid carder winning it all for example: simon dean winning the royal rumble in 2005 or shelton benjamin winning the 2008 rumble.

Well not winning wise but Kane and his 11 eliminations was unexpected.
But winning wise, I saw mysterio's coming by far. But Sheamus was the most unexpected.

Del Rio - more of a WHY Sheamus - most of us would probably have guessed Jericho Mysterio

Saw Mysterio's rumble win a mile off. Probably Benoit's, it was only a few weeks before his win that he was feuding with the FBI and didn't expect him to be elevated so soon.

None. Unless you have a jobber like JTG/Hawkins or Tatsu win no Rumble win is unexpected. Everybody who has won the Rumble has been WHC/a major superstar.

Loads surprised me when I was young and stupid, I miss that.
Benoit definately, was my favourite wrestler too so it was so unexpected and so awesome. Taker in 07 Cenas return in 08 (knew he would win when he came in though :/) Del Rio Cena last year sort of surprised me a little (completely forgot he won it too)
Surprised Reys win surprised so many people here.

2004 Chris Benoit was unexpected for me I honestly thought Big Show was going to win it. 2011 I didn't think Del Rio was going to win 2012 I was for sure thinking Chris Jericho was going to win.

Sheamus winning was shocking because I thought Jericho would win.
Cena in 2008. Never in a million years would I have thought he'd return.
Least shocking:
Chris Benoit because I had read the previous October that the plans were for him to win. So when he did I was more upset than shocked. A decade later and I'm still upset.
Rey Mysterio.
Randy Orton.

Sheamus winning it in 2012 was unexpected. I thought Jericho was gonna win to challenge CM Punk for the WWE Championship belt at the time.
