Do you think it is a coincidence that the Road Dogg and Billy Ginn have upcoming Elite Flashbacks and have been actively competing since Old School Raw (at least competing on Raw & Smackdoown, not sure about the house sho... live events)? It'd be interesting to see if future Elite lines would see more Flashbacks of legends still able to compete, or at the very least legends used in more appearances to raise awareness of these stars to the current audience/younger viewers in an effort to help boost sales. Rikishi we saw on OSR, but I doubt they'd put him on TV any more than once in a blue moon due to the shape he's in.
Just for fun, how about some predictions for future first-time Flashbacks based on this criteria. I'll start with one that may be a year or so off and even that's a stretch, but what the hell:

MDT said they got word ahead of time that Batista was returning so I could totally see them getting word about other people, like NAO and Rikishi as you said.

I think you may be reading into this a bit too much. I assume it's that WWE had a working relationship with those guys, so Mattel didn't have to shell out extra cash and not because they were on Old School Raw. That being said, it still leaves us open for everyone that's been named, since they also have a working relationship with WWE.
I could easily be wrong about the whole thing, mind you; that's just my interpretation.

Well, Road Dogg's been working in WWE for a few years now but Billy didn't have any sort of contract until - I believe - 2013. They couldn't have made Billy until after this, so it's likely just something that happened to work out with this current run. RD/Billy did have a one-off with Primo/Epico on Raw in early 2013, in addition to house show matches against Rhodes Scholars. It takes about a year for new non-prioritized people to show up at retail, so that fits the bill for what happened with them. Rikishi was apart of Raw 1000's build-up, too. He had a match with Heath Slater and a dance session with The Usos. That was back in 2012, and they didn't make him until (a few months from) now.
I'd say it's a case of Elite 11 CM Punk having Chicago flag trunks that looked similar to his MITB gear from a couple months prior: great timing, pure coincidence.

I personally think it was just a coincidence. Mattel started making Road Dogg last spring and Billy sometime last summer,and I doubt the WWE knew they were bringing them back full time at that point.Tey were 2 people that were signed to WWE Legends contracts,Mattel knew they were much requested figures, and they decided to give us what we want. if they knew they were coming back for more than just the occassional one time appearance, why not put them both in the same series?

I think it might be more of a case of life imitating art?
WWE knows these figures are coming out & might have timed their storyline returns to somewhat coincide with these merchandise releases, realizing some fans may need a "reminder" about the New Age Outlaws before they buy the figures... they've probably got some other merchadise stuff coming out too?
The returns were probably planned w/out the figures in mind, but the timing might be engineered.... hard to say.
