Off top of my head without looking at collection... Drew E8 Kozlov E5 Swagger E5 Cody E13 Cena E7 HHH E2 - memory is foggy on this but I think some had water bottle and some didn't - this would need to be confirmed before you included it. What's the variant in the elite 8 drew?

Drew was a package variant, the IC belt was in a different spot.
Most of the ones people have listed are PACKAGE variants, which really isn't anything. It's just that Mattel put something in the package in a different place....or in the case of Jack Swagger Series 5 some had him wearing the extra singlet, some had the singlet above him in the box

If you want accessory placement variants then the e13 Cody had 3. Jacket on, jacket next to him and I think jacket upper corner of the box.

What about Trish with different color hair? Is that considered a variant?

I would add E16 Nash and Diesel because they are the same guy and the two replaced each other in the case assortments. Unlike E22 Big Show/Giant where cases had both versions in it.

Pretty sure Mattel has said there are no actual variants. Either they were running changes (like Elite Sin Cara) or were planned to have two mass produced outfits (like DiBiase)

Let's go ahead and get semantics out of the way. Any change in the product, be it a packaging, production change, or specific edition or deco is a variant. Any action figure price guide would list these things as such so that's all that matters to me.
So first, those Tribute to the Troops variants and running changes. There were three different packagings for each figure (one with picture a. One with picture a. and slats cut in the back, and one with picture b.) Also, Big Show had either a green or brown boonie hat, and Orton had either a green or brown vest. Early versions also had disconnected mustache while later ones had it connected to the beard.
The Battle Packs 14 Punk and Macho Man set initially had a dull unpainted belt while later editions had paint.
Basic 24 Cena had two versions, one in which the post holding the shoe on was flesh colored (this is visible under the feet) while later ones had black.
Basic 29 Cena had two versions, one with legs cast in black where both the belt and shorts were painted, and one where the too half was cast in brown and only the shorts were painted.
Basic 32 Cena featured either dark blue eyes or green.
Best of 2013 Randy Orton either had light blue eyes or brown.
Basic 36 Kaitlyn had either green or brown eyes.
Best of Pay Per View Wrestlemania 29 Daniel Bryan had two packaging styles, one simulating him holding the belts and one with the belts at his sides. Both packaging variants had coloring variants with either light blue eyes or green.
Basic 15 Kofi Kingston had two different pictures on his packaging.
K-mart's Champion Daniel Bryan has had two different pictures on the packaging as well as either a red or brown beard.
Elite 20 John Cena had two different sized logos on the money in the bank briefcase.
All of the basic 13 figures either had airholes on the blister or slats cut into the carding.
Elite 16 Randy Orton initially had a light brown for his eyebrows and sole patch whereas later editions had dark brown. To match the rest of the beard.
Elite 19 Brock Lesnar, as a running change, initially had a light fade on the side of his head and the later had a high and tight with skin showing.
I'm sure there are others I'm forgetting.
