Pop the top torso, get a new shoulder and put the other arm back on if you can get the nub out. If not then buy a new one
Rey Mysterious lol

Lots of people, if you want to try it yourself the first page of the fix up thread here has a guide, as does the custom support center. All you need is hot water, knife and screwdriver.

I'd just salvage it for parts imo.

It actually is not that hard to do. Follow Apoc's guide in the fixup thread and you'll be fine. Maybe practice on a different fig that you don't care about as much. Good luck.

If you don't want to crack the torso you could cut missing part the stem off another figure's shoulder then the with a small pin/piece of wire stick it halfway into the center of the broken stem with a little crazy glue on the end of the pin/wire that that you stick into the stem. Then put some crazy glue on the other end of the pin/wire and push the replacement stem piece over that to complete a new shoulder stem. Once it dries pop the arm back on and it'll be good as new. I did that with a DCSH/DCUC Steel figure as well as a Green Lantern.
