So from my understanding it's simply a lens problem? Any apparent scratches? What type of camera is it? I'd say that your best bet is going into customer support, it might be defective. So does it not focus even when you hold the button down without any movement?

I don't think Customer Support would help cause it was used and i got it from a family member years ago, it wasn't defective, as i've used it in some of my pickups on figures before IE: i.imgur.com/1kdCAoi.jpg this ; and it does focus, but the pic is so terrible and that's not what it's about

Try putting the shot settings to a timer, so that you can set it on a desk so the picture is completely stable. If not, try cleaning the lens with a soft cloth material (preferably a micro-fiber cloth.) There isn't much you can do because it appears to be broken. It isn't a software problem it's the hardware, so I doubt you can fix this. I guess maybe seek a camera specialist to fix it up.

I think the problem with the photo is that your camera just generally isn't good in low light. Best bet is getting a better quality if you plan to take images in low light.
