Because the WWE knows deep down that Ric Flair was at least a 20 time World Champion.

I feel like they won't promote that until they are going to give him the belt for the inevitable sixteenth time. Meaning, yes, I think Brock Lesnar will 100% walk out the WWE World Heavyweight Champion on Sunday night.

To the OP: I have been wondering that for several weeks. Lance Storm is one of the few people with enough sensibility, that I would find his twitter feed tolerable &/or interesting. We may see Rollins pin Cena for the championship, as it opens up Lesnar to face Undertaker without letting Rollins be the one who actually beat "The 1 in 21-1." The majority of fans want Undertaker to avenge The Streak, & he can't do that against Bray Wyatt.

Lance just tweeted this half an hour ago. My theory is WWE thinks only hardcore fans care about number of title reigns. Given that the hardcore fans probably don't want Cena coming close to Ric Flair's record, the fact that he could be a 16 time Heavyweight Champion would only drive the hardcore fans away.

Hardcore fans will likely already have the network though

I honestly thought THIS was what they would have Flair talk about at "Raw Reunion". They've had him come out and cut meaningless promos so many times, this was one opportunity for them to use him effectively; I guess having him get into it with Big Show wasn't so bad....

Have someone come out and cut a meaningful promo? Who needs that when you can have Big Show cut a promo about needing to feed his family again! He either has a very large family, or is very bad at investing his millions.

I'm shocked that this didn't offend him.

Well technically Cena beat his record already because flair only held the WWE championship twice. Idk why WWE includes his other reigns and has them set at 16 when it's well past 20 reigns.

I think if we were going to see a cash-in they would be running Cena tying Flair into the ground. Why? Because nothing screams heel more than Cena achieving this really amazing accomplishment, just to have Rollins crash the party.
So I think the obvious reason for WWE not plugging the hell out of it is that Cena isn't going to win. Sure, it's a case of WWE showing their hand but they are being super deliberate with everything they are doing right now anyway.

Because people that care know who Ric Flair is and what he's accomplished, and people that don't are 10 and think he's at NXT probably.

I give it a few more hours before Lance Storm hears about this thread and somehow blocks and deletes it like he does to all his wrestling fans on Twitter when they speak their opinion of things.

Flair probably defended the NWA World title against more workers in the first six months of his first run as champion than Cena did during all 15 of his title reigns put together.
