Just starting with when I started watching in 2000, though when I'm able to I'll go back and add more.
---
2000 - Didn't read the dirtsheets yet but I feel that Rock was a shoe-in. Probably safe to say the orginal main event plans were Rock/Trip until they decided to throw in Foley and Show.
2001 - I feel like perhaps Austin wasn't a guarantee. The champ by No Way Out was Rock, so I could have seen a heel (Kane? He had an impressive showing) win to go on to face him. It would have been kind of odd with a heel that didn't talk much challenging the face, but they could have made it work and it just seems like the face/face match we ended up getting had to have been considered rare and partially unexpected. At the same time, Rock and Austin are two of the biggest names of all time, so maybe it was a foregone conclusion that we would end up with it.
2002 - I think it's pretty obvious Trip had that one won with his return.
2003 - Same as above, except it wasn't a return for Lesnar. He had it practically guaranteed.
2004 - See above, though 2004's winner is non-existent. Who was it that last eliminated Big Show, anyway?
2005 - Seems like it could have been Cena just as easily as Batista. Doubt the dirtsheets knew FOR SURE Batista was winning.
2006 - I remember the dirtsheets knowing the day of that Mysterio was winning, but I was thinking that was a last-minute call of sorts, at least as far as the sheets knew.
2007 - Undertaker winning was a little unexpected to me. I'm sure he was in the top contenders list, but I don't think anybody knew for sure he was winning.
2008 - A true shocker. Cena was supposed to be out for a year or more and he came back and won.
2009 - I'd imagine Orton was a pretty safe bet.
2010 - I don't believe the dirtsheets were on to this at all either. Edge's return was great.
2011 - I remember being surprised because I didn't watch Smackdown and had never seen a Del Rio match. All of a sudden, this guy out of nowhere wins the Rumble!
2012 - I remember being surprised by this too, Sheamus. I imagine he was one the top contenders list but that no one knew for sure.
2013 - Dirtsheets pretty much knew Cena had this one, as sucky as it may have been.
2014 - Batista, everyone knew it. It was terrible.

From when I watched live-ish
2001 - Austin: obvious but surprise cos I was young
2002 - HHH: obvious
2003 - Lesnar: obvious
2004 - Benoit: massive shocker to me, hindsight it was a bit obvious but my age and doubt that wwe would push him kept me nice an blind to him winning. Great surprise
2005 - Batista: surprise but it was either him or Cena so semi shocker... Hehe semi
2006 - Mysterio: obvious ever since Eddie passed
2007 - Undertaker: surprising but there wasn't a stand out winner either way
2008 - Cena: massive shock
2009 - orton: obvious
2010 - Edge: I can't remember this one, I feel like I knew edge would, maybe cod England so watched after school
2011 - Del Rio: surprised me I think
2012 - sheamus: was obvious in hindsight as there wasn't really any one else around to win it
2013 - Cena: obvious
2014 - Batista: obvious
Not many surprises at all, really only when no one was built to win rather than loads being built up to win.

I've wondered this same thing a few times, and it makes me have some hope that Wwe will do something amazing and have someone other than reigns or Bryan win the rumble, I'm kinda sick of it always being a dead set thing, it makes it boring and unenjoyable.

Benoit in 2004. I truly thought that Goldberg would win and challenge Brock for the WWE Championship.
To a lesser extent, ADR in 2011. I kind of figured he would win, but I didn't rule out the possibility of Wade Barrett winning since I recall Edge having some interaction with The Corre on an episode of SmackDown leading up to the Rumble.

Yokozuna in 93. Going from the 92 cast of legends in the Rumble to Yokozuna winning in 93 was jarring, as was everything in that period. I thought Macho Man was going to win for sure, I was also 10 and no one had internet.
At that point I think Yoko was just some fat guy who had beaten Virgil to me, no one who could contend with the Madness, so I was filled with a deep sadness when Macho Man went for the pin like a fool and then threw himself over the top rope on the kickout. That wasn't the Macho Man I was familiar with.
92 was pretty damn shocking too if you had no idea who Ric Flair was, assumed Hulk Hogan would be champion forever and Taker was just a bump in the road, which I did. lol

Cena in 2008 is the only time I can say I was legitimately shocked. I didn't see Big John Studd winning either, but I wouldn't say I was overly shocked.

Rey in 2006. I thought for sure Orton was walking out of that PPV the winner
Cena in 2008, did not expect him to be there at all, I thought Triple H was gonna win

I was pretty surprised when Sheamus won in 2012. I was there for it and the crowd deflated when he won. They had to blare his music because there was no real reaction. It was very odd. lol

I would say 2007, 2008, 2012, 2004 and 2010 because 2007 Undertaker I didn't think that he would win the Rumble because the way that Rumble was built up I honestly thought Michaels was going to win it but as for 2008 no one expected Cena to win it much less even return because his return was so unexpected and that is what I loved about it because we had no idea because dirtsheets kept it so close to the vest
2012 I honestly thought that Jericho was going to win the Rumble especially considering how he came back but also the way dirtsheets were, you were expecting Jericho to come out with the victory but then Sheamus surprises by winning it
2004 He Who Must Not Be Named when he won the Rumble honestly I feel like he shouldn't have won that Rumble looking back on it, if anything they should have had either Goldberg win the Rumble or Jericho or Angle win it but they just had to give it to him
2010 similar to Cena's no one had any idea Edge would return and shock the world by winning the Rumble Match in his return and his return was so close to the vest

1989 - I figured Hulk Hogan would have won it, or even Randy Savage, but to have "Big" John Studd take it was a shocker.
1997 - I thought Bret Hart was gonna win it (and he kind of did in a way) but damn that Steve Austin for being a dirty heel!
1999 - I wanted Triple H to win, I knew Austin was gonna win, totally freaking shocked when Vince McMahon won the Royal Rumble.
2007 - I didn't picture Undertaker winning the Royal Rumble, but I am glad that he did.
2008 - John Cena, simply because I figured he was still out and injured.
2010 - Edge coming back to win it was a shocker, but a definite good one!
2011 - I was more shocked that Santino was one of the final 2. ADR winning HAD to happen then. I would have rather seen CM Punk win that Rumble that year than Alberto Del Rio.
2012 - Sheamus winning was kind of a shocker, because I figured Chris Jericho was gonna take it that year.

2001 I figured that The Rock would win it back to back years since Rock won it the year before in 2000 or if not Rock then I definitely thought Kane was going to win it considering how dominant he was and Kane should've won that Rumble that year because if he had then Rock winning the title at No Way Out and then Austin somehow getting into the match to make it a Triple Threat at Mania X-7 would have been even better, a Triple Threat with Kane, Austin and Rock for the title would have been awesome

2007 - I didn't think that The Undertaker would win a Rumble Match ever. Plus, him & HBK being the last two was a nice precursor to their awesome back-to-back WrestleMania Matches.
2008 - I never thought Cena was gonna make a surprise return from his injury and win the damn thing. That pop from the crowd was loud as hell when his music hit.
2010 - Edge returning and winning the Rumble was great. It's just a damn shame that he didn't win the belt at WrestleMania. They still could have done the Jack Swagger cash-in on SmackDown two nights later. The thing that royally pisses me off is that anytime they show a clip of Edge winning, it's manipulated to make it seem that Jericho was the last eliminated when it was actually Cena. -_-

2008 is the only one in, at least the past ten years, that shocked me. Randy Orton the following year was the most obvious thing ever and it pissed me off, even though I liked Orton.

2011 now that was obvious that Del Rio was going to win even though personally Punk or Barrett should have won the Rumble that year
