Something can be new and priced high.
An idiot and his money will soon be parted..... just because someone asks a ton for something.. it doesn't mean it's worth that much. Things are only worth what you're willing to pay for them.

I'll be that guy... NOTHING mass produced is rare. Instead of looking for "hard to find" figures to full out your collection.why not buy figures you like....... thats how i feel about buying them sadly i like all of the hard to find figures

Tied for First are...
USA Warrior Granite Warrior Black Trunks Warrior 2K14 Warrior
Every other figure Mattel has made has been mass produced (min 5000 pieces) therefore, not rare

Elite 18 Brodus Clay. If you see one buy it, if you find a bunch, you struck gold.

Elite 26 Ultimate Warrior and Elite 18 Brodus Clay are among two of the rarest WWE figures Mattel has ever produced. If you can find them consider yourself lucky and if you see more than one on the shelf, buy them all. Trust me you will make your money back selling them.
Other rare honorable mentions include BAF CM Punk both from the Heyman and JR sets, Alberto Del Rio and Sheamus from the Booker T BAF series, and the Del Rio and Sin Cara battle pack.

Please the ban the words rare & rarest from this site.
And while we're at it , ban ultra aswell... Nothing worse than seeing a figure described as 'ultra rare'

From my journey of playing catch up, these are the 10 figures I paid the most for. Not sure if they are the "rarest", bought the most saught after.
1. Matty Collector Tully Blanchard 2. RSC Cactus Jack 3. RSC SES CM Punk 4. E16 Kevin Nash 5. E2 Batista 6. L6 Ultimate Warrior 7. E14 King Booker T 8. E14 Bossman 9. RSC Stone Cold Steve Austin 10. E15 Yokozuna

Yoko Arn Tully HTM
Don't know how 'rare' they are, just my top wants that I never saw for a decent price after retail.

Lot of negativity here. I think we should cut him a break since he only joined 3 days ago. As mentioned, nothing is truly rare outside of those few Warrior figures. I think what you were asking is, What are the most valuable figures in today's market. Keep in mind that it's not static and as new versions of guys get released, the demand for old figs seems to drop quite a bit (See: E6 Golddust, E6 Batista, L1 Road Warriors, etc....) E7 Tyson is really hard to find now at a good price but once Mattel releases an updated version, I bet the price for his first fig will drop quite a bit. This isn't always the case but a good rule of thumb

I've seen jeff hardy on ebay is that a legit figure? It was produced, but I don't think it was every officially released. If it's moc, it's legit. There's only one known legit Hardy. The guy who owns it says he's talked to two other people who have one in the box. Dunno if it's true.

the Hardy thing is hilarious. They produced the fig and someone has it in it's box too (I believe signed by him) - this forum would have been very popular in germany in the 40's.

I kinda understand why we aren't supposed to talk about it, tho. If there weren't so many fake/stolen "prototypes" on eBay, there would be no issue with it. The funniest part is that I heard a rumor that the molds of the figure were stolen, which would explain all the fakes. I feel bad for anyone who's been scammed due to this figure. They should've just put it out and made money on it.
