Forgive the stupid question but, I'm seeing a lot of ankle joints that look like this. Is this a manufacturing flaw or something I need to be concerned about? Is there any way to fix it?

Elites from around Series 17 onwards have looked like this. I prefer the older way with the looser ankles.

That's how most of my Elite figures ankles look. Perfectly normal.

Elites from around Series 17 onwards have looked like this. I prefer the older way with the looser ankles. Those looser ankles were a real pain to display though

My early elite figures weren't the best at keeping their feet. Regardless, the poses you could do with those ankles were much better than you can with the newer style.

The response to loose ankles was to make them too tight. The good thing is that nobody falls off my shelf anymore. The bad news is I've almost snapped a few ankles or pushed the heel off of the boot. Moving it back and forth a couple times usually loosens it a little.

A lot of my Elites have wonky ankles, so lean to one side when on display. Rollins, Edge and Christian are examples of this.
