I think Frieza is the best DBZ villian with Cell coming in second, but I really want to talk about someone listed that I feel is a bit underrated.
Nappa. The dude legit scared me when I was younger, and when he appeared and single-handedly killed three of the characters that had been built up for so long over the course of Dragon Ball in Piccolo, Tien, and Chiaotzu. Obviously those characters took a very major backseat in the series as time went on (especially Tien and Chiaotzu) but at the time it was a pretty big deal. He was also very callous in the way he dealt with the heroes and had no probably trying to kill Gohan even though he was like 4 at the time. Even though his fight with Goku and subsequent death at the hands of Vegeta was very anti-climatic, the battle on Earth between Nappa and Piccolo and the humans really built up Nappa to be a heck of a villain, in my personal opinion. I don't think any other major villain aside from Buu killed as many major characters either (maybe I'm wrong there).

Voted Frieza. I always thought he was crazy as and he looked pretty badass in his final form. Honorable mentions go to Janemba and Buu. I don't consider Vegeta a fullfletched villain, otherwise he would have gotten my vote!

Frieza of course IMO. I mean Cell and Buu were bad dudes but Frieza was just a maniacal engine of destruction. His power level was just massive at the time and he pushed Goku to the next level....literally!

I imagine this hurts Dabura's chances in this poll, lol. Anyway, DBZ was the show of my child hood so I'll quickly rattle of my thoughts on each of the villains. Raditz is kinda lame looking back on it but at the time worked well as an introductory villain as a youngin'. Nappa was probably a step-up but I gotta be honest, my opinion of him is way too influenced by Team Four Star. Vegeta was a solid villain, imposing (though the least intimidating big bad of the series) but he doesn't match up to the other big bad's & his status as villain is such a small part of his character. He's the best character in the series but far from it's best villain. The Ginyu Force was too mixed but I liked them fine. Recoome decimating Vegeta/Gohan/Krillin was fun, especially considering how easily Goku disposes him (I mean, yeah it's pretty much a rinse & repeat of Nappa's role but I preferred this one [probably because Goku dispatches more here]). But honestly, I enjoyed Ginyu best as a frog. Zarbon was cool & Dodoria was lame. Frieza is pretty awesome & the new movie might cause my opinion to change but as of now, he's probably second or third favorite. Great villain & the only big bad tied with the personal history of our characters being responsible for both Vegeta & Goku's character. I suppose if there's one thing that "ruins" him, is how they immediately Worf'd him at the beginning of the Future Trunks arc, turning him into more a punchline. Garlic Jr. was always a punchline. There's pretty much nothing about King Cold to talk about. I love 19 & Gero's introduction in the city & pretty much everything until there deaths. [16,] 17 & 18 are who I voted for. Unless we're counting Trunks timeline, they aren't really villains persay but the episodes with them just driving around are perhaps my favorites. 17 particular was always a favorite of mine, almost instantly with his awesome murder of Gero. 18 was cool too, with extra development though I'm not counting that here. Have to say, 17 vs. Piccolo is still one of the best. Cell is probably better as a villain but I wanted to give them an extra vote. Cell was awesome, his introduction legitimately creeped me out as a kid. Him absorbing people & powering up with the souls of those he absorbed instead of ki appearing all freaked me out. He was pretty cool as the main villain too, for someone who's literally a composite of the cast, I liked how much he took after them. Like how he ultimately falls because he did exactly what Vegeta did that allowed him to become Perfect in the first place. Babidi's helpers & himself were all fine but Dabura was the coolest of the bunch, easily. Buu is terrible. I mean, it kinda depends on which Buu but my overall opinion is negative as a whole, few fights aside. I don't even consider Beerus a villain but if I did, he'd be my favorite.

I thought Cell was the best villain in Dragon Ball Z. I especially loved the design of his imperfect form.

Cell. The Cell Games remain one of my favorite anime arcs of all time. Cell's complete callousness and uncaring was something else.

Watching Battle of Gods and a couple things don't add up...
#1 Beerus is surprised to hear about a Super Saiyan God. He's been around for forever. Wouldn't he have crossed paths with the original at some point?
#2 Goku was given a senzu bean after his sparring with Beerus. Wouldn't his power level have grown immensely due to the whole Saiyan healing/getting stronger thing?
