In 5 to 10 years I'd have a company wide storyline pitting the baby faces against the Authority. It would last a year and culminate in a big money match at Wrestlemania where John Cena squares off against the Authority for control of the WWE Universe. John Cena will cut an impassioned promo during the go home show declaring that he plans on taking out the Authority not just for the boys in the locker room but for Conner the Crusher and every other kid out there making a wish for Cena to never give up.
Then I'd have him turn and help the Authority win.

I'd have Zayn debut on Raw in a five star match against Neville. Right before the finish Kane would come out and end the match due to it going past its "time limit".
Then Cena would come out and cut a promo on how guys like Zayn and Neville are the future of the business, then he'd demand the ref "re-start" the match.
The next week, same thing. This time Balor debuts against Zayn. Kane comes out and ends the match right at its high point. Cena comes out and puts the NXT guys over.
After break, back stage, Zayn catches up with Cena and thanks him for sticking up for him and some of the other new guys. Cena says he remembers what it was like starting out and sees a lot of himself in Zayn. Cena suggests Zayn ride with him and maybe Cena can teach him a few things.
Next week on Raw Cena and Zayn team together against Kane and the Big Show. Announcers talk about how Cena and Zayn are riding together and Cena is showing him the ropes. Zayn gets beat up all match. Cena gets the hot tag and goes over.
After the break, back stage, HHH catches up with Cena and Zayn. HHH says great match but says what Cena is doing for Zayn is even greater. Cena says thanks. Says he's doing what's best for business. Says some of the NXT just need a good rub to get over. Zayn has a WTF look on his face.
Next week Cena and Zayn's car pulls up to the arena. Cena gets out starts walking to the arena. Zayn gets out and follows. Cena stops and stairs at Zayn. Zayn gives a "what?" look. Cena says, "my bags rookie".
Stuff like this happens for a few more weeks cuinating in an epic "Cena's a dick" promo by Zayn on Raw.

He should have been the man to end the streak by cheating. Would've sorted it out. Maybe they could have him retire the Undertaker in Texas next year? Not sure though.
A logistical way would be to end Daniel Bryan's career but everyone knows he's injured, not sure it would have the surprise factor that would be needed for a long term effective heel run.

If he cuts that promo there better be a (fake) make a wisher in the ring and tosses him out of the ring Because the face of the company beating up disabled children is great publicity.

I think in hindsight, one of the biggest missed opportunities ever would have been Undertaker vs John Cena at Wrestlemania, with Cena turning during the Match and ending the Streak dirty e.g. Austin at X-Seven. I would have been against this had it been Undertaker's last ever Match, but since he's continuing anyway they could of gone with this.
As of now, I genuinely wouldn't be against the idea of him retiring Daniel Bryan, and if done well, may be a successful way to go. I say this, because if they do turn Cena Heel then I think every fan that currently boo's him would instantly love him and the turn would backfire. By having him end the Career of the Internet's most beloved guy and also someone that's over with the young audience would work both ways so would solidify him as a Heel.
However if they ever want to do it, the option I would most lean to, is for him to do it in the Main Event of Wrestlemania 32, in front of 100,000 people, against Stone Cold Steve Austin in his Hometown and possibly last ever Match. It could quite possibly be the biggest moment of all time.

Honestly, if he was to turn heel, he would get cheered by the people who boo him now so nothing would really change.

If Bryan has to retire, Cena batters him and is the (on screen) reason that he has to retire.

IF I was gonna do it...
Have Cena's open challenge for the US title. Daniel Bryan comes out. They go back and forth for twenty minutes. It ends in a double count out. Same thing next week except Cena gets inadvertently DQ'd. Then at Summer Slam Cena pulls the trunks to get the pin-fall. Next night on RAW he denies it, but acts sympathetic to the misunderstanding. Out of respect to Bryan and the fans he gives Bryan another chance. And in the rematch Cena full on chair shots Bryan to score the pin-fall.
Then he's finally a heel and people will have to complain bout something else.

Like I said in my previous post, would never happen for PR reasons but that's the society we live in Kind of a redundant statement. Breaking Bad is a show aimed at adults. WWE is a PG broadcast, mainly marketed towards children.

And to anyone saying have him retire Bryan, you all know exactly how that would play out. He would beat Bryan, Cena would hug him afterwards cut a Buzz Lightyear speech about never giving up then it would never be mentioned again

This is the answer. There is nothing the E can do to make him a bigger heel than he is now. Most of us feel he buries great heels (Umaga, Wyatt, Rusev, etc.) and steels heat from whoever is popular (Ryder, Bryan, etc.). Was there a bigger heel move than getting destroyed by Lesnar and then showing up the next day and having no injuries and in fact, seeming more invulnerable than ever. And his promos are just the worst - I hate listening to him. If he turned heel, smarks would love him and kids would be sad. There's no reason to turn him.

For an effective heel turn, he needs to annihilate Daniel Bryan. If his heel turn is on Roman Reigns it's inevitable the fans will cheer him.
