I'm gonna guess that IRS is going to end up in HOF 3 and that is why he wasn't shown with Godfather and Bulldog in the presentation. It would make a lot of sense too as that would mean Money Inc with their manager Jimmy Hart in the same wave. Maybe the 4th HOF 3 figure will have a connection with Jimmy Hart or Dibiase as well like a Virgil or something.

I honestly believe we will get to Elite 40 by years end. As for who is in Elite 39, it will probably be released in November and Elite lines in November have been a bore. The best Elites always come out as the pre-order item for December on RSC, I expect that to be Elite 40.
