£7.50 S&H for 12 loose figures.to me it sees a little hefty.

It's probably a couple of quid over what it could be but it's not entirely unreasonable. I reckon that I could package 12 figures up into a box and shipping through Post Office or Argos would likely be between £3.80-£6, depending on the box dimensions. But you kind of have to factor in the guy maybe having to buy a box for them and the cost of wrapping the figures well with bubble wrap, which is what I'd do.

Its at the top end of what I would pay for postage for what you are buying, but not unreasonable.
I would expect them to be well packaged for that, bubble wrap etc....

You should get 12 figs in a shoe box weighing under 2Kg so it should go for a small parcel which is £2.80 or £3.90 signed for.

It usually costs me £4.40 to send four figures, first class recorded, in a postage bag with each figure generously bubble wrapped
If that means anything!

Check out sending them second class. Or as I use now for heavier goods CollectPlus (Collect+)... Easier to use.
Sign up (Free) Type in postcode. type in name and number. Pay with paypal (or debit/credit card) Print postage label. Drop off at local shop.
Cheaper and you can track easier(free). Or Add signature for £1

Overall value should be considered too.
2 KG.
Over 20 and up to 50 quid
I'd send 1st class signed for.
I use My Hermes for anything heavier.

They're probably charging you for the box and bubble wrap as well as 1st class delivery.
