WWE is considering on a dvd and blue-ray about kurt angle among other projects, does it mean he has some kind of deal for merchandising (figures) with WWE?

No. For reference, they did a DVD on Goldberg a few years ago and it did jack **** for our Goldberg figure chances.

Only good thing is that I believe Angle has a better relationship with WWE, so I think we will get a figure sometime. I agree. I think Goldberg, Angle, Owen, and even Jeff will all get made before Mattel's WWE tenure is over. I'm the most confident about Angle and Jeff as it's quite obvious they want to finish in WWE. Goldberg and Owen are slightly more difficult because Goldberg doesn't care for WWE and Owen, well we all know the deal with that. But I still think they'll get made.

If WWE releases an Angle DVD, this is one time I hope they work with Kurt and TNA so it can be a full career retrospective. I know they don't even want to acknowledge TNAs existence but Kurt spent more time in TNA than WWE and some great matches would be excluded without a cooperative release.
As for a Mattel Angle figure, this certainly couldn't hurt. Like others I think we will get a few figures of him eventually. Based on trends over the last year or two, his first figure could be a DM from his hair vs hair match so we could get a wig/head gear accessory. That could be followed by a parade of basics and elites covering his younger I still have hair and wear boots look to his bald wearing sneakers look.

They can probably release a DVD because it is their media library. But for merchandise such as figures and appeal he would need to be under contract with them.

I agree, AS LONG as Bill makes sure to get us a Hollywood Angle figure ASAP, just in case he gets another DUI and WWE decides they don't want anything to do with him. This was at the top of the article I read about it:
"WWE issued a new Fan Council Survey this week to gauge interest on potential DVD and Blu-ray titles for 2017. Courtesy of WrestlingDVDNetwork.com, below are the titles under consideration. It should be noted that these are not confirmed titles."
Its more like they're considering to consider.

You have a better chance of Martha Hart being a surprise entrant in next years Royal Rumble, while waiving a signed contract for her Husband to be under a proper Legends deal, then you have of WWE using anything of TNA.

WWE owns the matches not the likeness rights to make action figures, t-shirts, etc. A lot of the reason why WWE owns the matches in that sense is why Rene Dupree is trying to get other wrestlers together to sue WWE for not getting any money from The WWE Network, though if WWE was smart on their legal end (and I'm sure that they are) their contracts would clearly state wrestlers cannot make money off of their matches in such ways.
This- as another example- is why TNA can release a DVD set about AJ Styles while he is in WWE-- because TNA owns those matches. If wrestlers owned their matches it could result in madness, mainly the first question would be who would get the rights to the match if more than one person is in it because a one man match is rather boring.
