This is probably a dumb question, but would the Adrenaline 1 Jeff Hardy happen to be among the earlier RA style figures with smaller heads?

Adrenaline 1 was the first set of 2 packs. so yes.
however youre stupid if you buy it just to make a custom. at one time the figure went over 100$ and is still one of the rarer Ra style figures

I see. I get confused because after a while, I know the RA figures' heads started to get too big, so I wasn't sure what would be a helpful reference when comparing to this one...
And last I heard, the value of the Jeff went down (mostly because of the newer face painted figures iirc). But I would have to agree, it certainly wouldn't be the most clever thing as it is still a cool figure no less...
I was mostly curious as I wondered if this was an issue from the beginning which eventually fixed itself or what.
As for customs, I did use an RA Rock head on a modern Mattel Rock... Definitely a huge improvement!

Look for an R3 Hardy head. It wont be painted but sized perfectly for Mattel (if thats what you're doing)

yeah the R3 and fc/fm heads were the first with a ball joint. the R3s were in scale with each other so their heads are slightly smaller. Ra's were after R3 and were all just 6 inch scale.
