1. Shawn Michaels - Was IC champ when I really started watching WWF. His matches and charisma were always second to none. 2. Randy Savage - Probably the first to bring an air of prestige to the title. 3. The Rock - Brought the title back to prominence during his run as a heel. 4. Chris Jericho - The man held it more than anyone else, and that says a lot, even if none of his reigns were very memorable. 5. Shelton Benjamin - While never charismatic, his workrate made up for his wooden personality. I personally enjoyed his IC run.

My list is strictly in chronological order, but I would argue the title hasn't meant as much since the glory days of 1986 to 1994.
The past 21-22 years have not been kind to the Intercontinental Championship. There have been 128 total reigns since Razor won it back from Diesel at SummerSlam 1994, a whopping 100 more than there were prior to Razor's second reign, and most were forgettable.
Austin and Rock are probably the last two examples of guys who worked their way up through the ranks and used the I.C. title as a springboard to main event status.
Not everyone who holds it is destined for the main event, but in the past 18 years it has very much felt like a consolation prize (dating back to the days of Jericho and Benoit fighting over it in 2000) rather than a promise of great things to come.
Orton, Benjamin and Rhodes all made strides during their lengthy reigns, but the damage had already been done by that point.

1) Bret Hart - how can it not be? Match quality alone while holding/chasing the belt puts him in a league of his own. vs. Piper @ Mania 8, vs. Bulldog @ Summerslam and vs. Perfect @ Summerslam are three of the greatest matches of all time. 2) Shawn Michaels - Had some barn burners over that belt against the likes of Razor and Jeff Jarrett. 3) Razor - He's the guy I think of when I think of the IC belt. He made it feel nearly as important as the WWF championship. 4) Randy Savage - Really the first truly great IC champion IMO. 5) Mr Perfect - Again someone who made the title feel important and prestigious.
