I believe it is, it does say under no circumstances. But it is respectable you said it wasn't yours to begin with.

i posted a earlier one of enzo, they said nothing about it, i just thought you guys might like to see it, and i said it was not mine, just showing a custom

I dont see anything wrong with someone posting others work as long as they dont claim it to be theirs. Its not like the customs board couldnt use the posts. Hulk Hogan wrestling career has more life then this place.
And technically posting others work isnt against any TOS, you're just suppose to post it in the discussion thread (which is also beyond dead)
