If I were to cancel the direct debit for my iPhone and have the service cut off from my network, would I still be able to use all the other features on the phone that don't require a network to use such as music and camera etc? Or would I be locked out from using the device entirely?

You should be able to use all of the offline features. If you connect it to wifi you should be able to use all of its online features as well including facetime and imessage. Only thing you wouldnt be able to do with it is make normal phone calls and text messages.
Now if you're under some sort of contract with a carrier and you violate the terms of the deal, I am not sure if they can lock you out of your phone. I do not think they have the ability but I do not know for sure because never have been in that situation.

You'll be able to do everything you've always been able to do, except make calls and send text messages. You'll need to be connected to WiFi to use anything that requires the Internet, of course. You should also be able to still send texts via iMessage, again, as long as you're connected to WiFi.
The carrier you have service from can't lock you out of your device, but you'll want to make sure you're out of contract or your device is paid off. They can and will come after you for those payments if you aren't, and suddenly stop paying.
