When I first heard Curt Hawkins was coming to back to WWE I was really excited thinking back to the fantastic series of matches with Trent Barretta on superstars at the end of 2010. What we got was just another underused that singles matches don't even last 5 minutes if they were spending money to bring him back. Why didn't they give him a chance to impress fans?

Sadly, to put over other talent. Guy deserves a shot to show he's worth much more though.

Recognizable enhancement talent. He's got his spot and I'm sure he's happy with it.

An enhancement talent.
Which is where he belongs.

Who knows, maybe he just hasn't wowed them since his return? He seems to be exactly the same as he was when he left. Maybe he's too complacent? I mean look at Jinder. The guy reinvented himself, worked harder, and WWE took notice.
I know everyone always loves to blame the office, but truth is, sometimes talent is responsible for their own shortcomings.

I think this is most likely the case. I also think Hawkins will have had his position explained to him before he signed and he knew what was waiting for him when he went back.

Hawkins was never brought back to be anything more than what he is. Of course Jinder was brought back to do the same thing but they ended up doing more. Hawkins is a solid in ring performer capable of on the job training to help out younger guys. He can also put over guys that just need a win.
He probably took the job for a couple reasons. The money is probably better than he was making. There may be an understanding that there may be a Performance Center job down the line.

He might as well start a new job squad

They brought him back to be a job guy, work with newbies and put the stars (or planned stars) over.

He might as well start a new job squad That's what his gimmick should be, that of like a one man job squad, I taught that's what they were getting at with his starmaker thing. Same goes for other lower card wrestlers. Sure they're job guys but atleast give them something to work with. Curtis Axel for example I think should be like a rip off of The Rock called The Axeman since they're careers are a little similar. Obviously he is nowhere near on the same level but make that the joke.

I guess it beats jobbing to PJ Black on House of Hardcore shows in Philadelphia each month!
At least in the WWE he gets paid well for losing constantly.

Back in the day, there were hardly any matches of significance on TV. The big matches between established stars were saved for PPV or MSG. If Razor Ramon and Diesel were fighting at the PPV, you would have them both squash jobbers leading up to the match. They didn't even do a lot of face to face interaction, they'd do those little 30-60 second vignettes where they would call each other out.
I think WWE gives away too much on free tv. It makes their PPV's seem like nothing special. They gave away Randy Orton vs. AJ Styles for the first time on a random Smackdown. Seth Rollins vs. John Cena on RAW weeks before SummerSlam....I'm not saying make your TV shows intentionally unimportant, but you either do that or make the PPV's seem status-quo.
Instead of Roman Reigns fighting the guy he's facing at the PPV in a different style match for weeks leading up to the match....just have Roman Reigns and whoever his opponent is showcase themselves against guys like Hawkins, Bo Dallas, Curtis Axel, Heath Slater, R-Truth, and Goldust.
Instead, they give you two guys at a PPV who you've already seem numerous times in every conceivable type of match.

I thought he was going somewhere when he had his RAW skits as the 'Star Factory' or whatever he called it, but sadly we never heard from him again after that Big Show Punch.

If WWE ever wants to expand their product into Queens...Im sure Curt Hawkins will become WWE champion too.
