Where did Shane McMahon's charisma go?

I don't think he ever had any. Not back in the day and not since his return. Hell, I said back when he first came back he wasn't the answer...nothing was going to change for the better and he would make it worse. If it wasn't for his last name he would have been future endeavored during his first run back in the day.
