For the (excessive) number of hours of weekly programming they have, they've got the right PPV schedule to accompany it. I actually enjoy the 16 PPV schedule.

Jan: Rumble Apr: Mania June: KOTR Aug: SummerSlam Nov: Survivor Series
Throw in 2 or 3 Network specials here and there with big cards to fill in the gaps (i.e. SNME).

This would be my projected WWE PPV schedule for 2018:
Royal Rumble: Elimination Chamber Fastlane WrestleMania 34 Payback Backlash Extreme Rules The Bash Cyber Sunday Battleground SummerSlam No Mercy Hell in a Cell TLC Survivor Series Clash of Champions
And also, keep in mind expect the same cities (Brooklyn, Los Angeles, Boston, Chicago, St. Louis, Dallas, Philadelphia and Houston) to get a PPV in 2018 as well.

Lose the brand extension bullcrap Change Raw to 2 hours, leave Smackdown at 2 hours. 6 events a year... January - Rumble March/April - Mania June - King of the Ring (King of the ring gets title shot at Summerslam) August - Summerslam September/October (Gimmick - change it each year - TLC, Hell In Cell, Fall Brawl etc) November - Survivor Series (I want Traditional SS back, teams of 4 with a ‘gran finale’ match of survival) Every now and again, have Raw as a 3 your special to setup/build or payoff an angle. Less is more kids... I completely agree. Too many events deflate the overall feeling of PPVs being special.

The MITB ladder match happens at WrestleMania. Matches like HIAC, TLC, EC, Extreme Rules etc happen when it's relevant to a feud.

Another schedule I would do
January- Royal Rumble (dual branded) February- No Way Out (RAW) March- Roadblock (Smackdown Live) April- WrestleMania (dual branded) May- Bad Blood (RAW) June- Payback (Smackdown) July- Great American Bash (RAW)
August- SummerSlam (dual branded) September- Clash of Champions (Smackdown Live) October- Hell in a Cell (RAW) November- Survivor Series (dual branded) December- Armageddon (Smackdown Live)
* Money in the Bank gets scrapped as a PPV and the Money in the Bank Ladder Match is used at WrestleMania with it making a return to WrestleMania...an 8 man inter promotional Money in the Bank (4 RAW superstars 4 Smackdown Live superstars)
