Not really It’s evident in the main line. Why do you think there’s hardly any flashbacks? The same reason we're seeing less NXT wrestlers in the main lines. Because they have their own exclusive series. If Flashbacks didn't sell then Target, Walmart, TRU, Amazon, RSC, FYE, and WWE Shop wouldn't request to exclusive series dedicated to only Flashbacks.
And lets not pretend that current roster guys don't warm. I still see TNF Tyler Breeze at Walmart. No one is buying Apollo Crews. I can't go to a store and not see a Vaudevillain BP. Brodus Clay is one of the biggest shelf warmers of all time.

Pretty sure Bill said that NXT figures were doing well, which is why they got their own line. E40 Sami, E41 E46 Balor, E43 Joe, and the DM Nakamura all sold fairly well. All were NXT figures. Can’t say the same for Flashbacks. Which is why the HOF line was phased out for the NXT line. A good number of those Flashbacks we saw at RSF were online exclusives, which probably means retailers don’t want it. As for the main roster guys who shelf warm? Yeah some of them stay, but the majority of the figures that shelf warm are Flashbacks. There’s no denying that. My Target has 10 Tito Santana’s tjatbhavent moved for two years. That’s the longest I’ve figures sit on the shelf. Unless you have a huge star like Rock, Hogan, Austin, HBK, etc as a flashback, they’re most likely going to sit on the shelf compared to a wrestler who is currently active.

Rumor on Twitter was that mattel/fye cancelled the women's 3 pack. Hopefully it'll still be sold on WWE shop. WWE Shop will still sell it because they want that nerd money. Otherwise, they wouldn't be covering and participating in things like RingsideFest or SDCC on their social media platforms. FYE is holding on by a thread due to American malls going the way of VHS. They might be ordering not as much as promised earlier.

But they're also not in the regular lineups as much as they once were. And its because they have their own line. The same can be said for the Flashbacks. They're in less main line series because they are in more exclusive series.
And HOF did not get phased out for NXT. HOF5 was just released as was the Nitro 4 pack. Hall of Fame is transitioning into Hall of Champions which were the Eddie, Batista, Undertaker, and Rikishi shown at RSF. The only figures that can solely be purchased online was IYH DX HBK on RSC and SCU Austin on Amazon. Every other Flashback figure shown can be found at a US brick and mortar store.
