I didn't care as a kid, but does the unpainted wrist/hand tape on that first figure kinda bother anybody? It's such a classic figure regardless, but it would have looked that much better with the extra detail. They took the effort to mold the tape onto the figure so you'd think they had plans to paint it. One would conclude it was probably cost-related. Being the first wave of a brand-new line you'd think Hasbro would want to include as much detail as possible. Then again, how do you explain the Warrior weight belt? Some very interesting decisions from that first series.
That buck was later reused for Martel and Jannetty and even though it's one of my favorite "action features" from the original line the unpainted hand tape always stuck out like a sore thumb.
Are there any other cases of Hasbro skimping out on paint like this?

I always noticed it and would have preferred paint, but I was never really bothered. Back then I wasn't so concerned with accuracy.
Regarding Warrior's weight belt, earlier this year the original drawings were unearthed where it showed he was originally intended to have the IC belt molded onto him. They ditched that idea and the weight belt look remained.

Comes across as lazy I checked out those figures after reading your comment and what bothers me even more than the lack of painted wrist tape is the fact that they painted the teeth on Sags, but not Knobs. C'mon!! Hasbro also was inconsistent when it came to painting the white part of figures' eyes. Some are, some aren't and the ones that aren't all seem to have this dull, lifeless look to them. The unpainted teeth look even worse.

I always wondered why they did this too. It seems odd to go the lengths of including the shape on the mould but then not painting it.

It all comes down to cost cutting.
Detailed paint apps cost money and if they are running into budgetary issues, they'll find ways to pair down what gets painted.
If you ever look at prototypes from the original TMNT line, you'll see amazingly detailed paint apps. The production figures are quite bland in comparison.

I have always wondered why they did it, but knowing what we know now it had to be budget reasons. The weight belt on Warrior does look weird and out of place.
