Heat a cup/glass of water in the microwave for 2 minutes so it's hot as hell. Dip the figure's boot up to the joint in the water for ~2 minutes so it's nice and soft. Then, using a towel to orotect against the heat, grab the boot with one hand and leg with the other (at calf and knee is best to prevent stretching of joints) and pull firmly and quickly. The boit should pop free from the leg peg. You want to do this as quickly as possible to prevent the peg from stretching. Then slip the kneepad off clean and clear.
To replace the boot, put the figure in the freezer for a minute or two to harden the leg peg. While doing that, stick the boot peg hole into the hot water again to resoften it, then pop the boot back on and put the figure back in the freezer for a minute to reharden the boot. This will hopefully make the joint not floppy. Then just sit the figure out somwhere for a day or two so any water inside can dry.
