In reviewing some of the "gaps" in my collection from the WWF timeline, specifically for the main events from '87/'88 through mid-'98, I had an idea for one of the next BAFs.
How about en Executive Consultant Mr. Perfect with NEW headscan that includes his hair up and little pony tail in the back?
The above gif would be my ideal look and probably the cheapest for Mattel to create; all that would be needed is the new headscan, but that part is crucial. This would be the black suit, black turtleneck look, with sparkly Mr. Perfect font emblazoned on the back of the jacket. I'd also be fine with a shirt and tie instead of the turtleneck, but I think the black turtleneck would really be the best choice. Mattel could use the same parts used in the suited Ric Flair figure from Basic Series 70.
Perfect also rocked an athletic suit during his days as Executive Consultant, but I think the suited figure makes the most sense for Mattel as it should be relatively cost-effective and, I think, makes a good fit in the Walmart BAF Elite line. But again, that new headscan with hair up is key (it could also be used in future figures to like a SummerSlam '91 Perfect).
Not high on my list but if done right, I would buy it. Also depends on which 4 figures you have to buy to get him. I would have 4 guys that were of his era, probably guys who were around when he was Ric Flair's consultant. I'd pick Ultimate Warrior, Randy Savage, Ric Flair, and Bret Hart. Could also swap one of those with Razor Ramon or Bobby Heenan. All six guys were involved with Mr. Perfect one way or the other during his consultant run. Plus, these 6 all had a lot of different attires, so they wouldn't have to be repeats of figures we've already gotten.
As far as the 4 figures needed to purchase? How about Bret Hart from SummerSlam '91, Elite Ric Flair from WrestleMania VIII (this could be the figure that includes the head), Razor Ramon (Royal Rumble '93), and Kona Crush. They don't all need to be from the same time period - after all, Syxx was from '96, Yoko was from late 92/early 93, Mene Gene '87, and Warrior from '91 - but these 4 would be close enough.

Yeah, they are close. Even with the Build-a-set that you mentioned, they all kind-of worked in the same era basically. I was mainly talking about have two legends or three legends then 1 or 2 current guys, kind-of throws the set off. Plus some people only collect legends and some people only collect current roster guys, then they would have to purchase a figure or two that they don't want just to get the figure (in this case Mr. Perfect) they do want. I do like your choices, definitely need a Kona Crush. From the guys I mentioned, I would go with Warrior in his green tights he wore vs Kamala from 1992 (or the yellow singlet he wore vs Flair at a few house shows, or the Ultimate Maniacs singlet with flames on it), Savage could be just about anything from 1992 - he feuded and teamed with both guys during 1992 - I'd probably go with his orange attire from Survivor Series 1992, Bret could have his attire from Survivor Series 1992 as well, so too could Ric Flair and Razor Ramon (purple attires), Razor could also be in his debut attire (last pictures) and Bobby Heenan could have his suit (kind-of like Mr. Perfect suit) that says Brain on the back.
