If linda counts as an employee it's her. She doesn’t, and hasn’t been in a very long time. She resigned from WWE months before the first Mattel WWE figures hit the shelves. The closest to a credible answer probably is Byron Saxton, so they’ve done a pretty good job of covering everyone relevant.

Brisco and Patterson. Never got figures in their prime, never got figures in the 90’s as the Stooges. Linda McMahon never had a release with her wheelchair. Lil Naitch technically came with a WCW figure, I want to say it was The Giant. A ref figure came with Kevin Nash, but it wasn't him, it was just a generic referee. I'm pretty sure Charles Robinson never had a figure.

Well were getting Terry Taylor, he had to be pretty high up there since he appeared in 1999 as an announcer and actually quite a bit in the backstage segments.

Steve Lombardi the Brooklyn Brawler was there for like almost 30 years before they let him go and I was disappointed they didn't make a figure of him

WWE has a thing about not wanting their refs to be characters, so they don't take attention away from the performers. Refs are not under any merch deals. So for that reason, we will never have an official real life ref figure from WWE. Jakks used to make Hebner figures all the time though!
