It's sad that both the singlet Warriors didn't sell. They were good figures, and I'd wanted them for ages. NS Bayley was definitely the biggest shelf-warmer at my TRU. Even the lone Magnum TA and Sid eventually went, but Bayley hung around 'till the bitter end. They did sell, they were just overproduced. I bet they sold as well as any other Warrior or DM. Same with figures like the Horsemen 4 pack. That sold incredibly well the first couple shipments and Target kept ordering a absurdly amount of stock where they couldn’t sell em even marked down as low as $12.50.

Personally, in my area, the only Elite stores ever seem to hang on to is Elite 54 Charolette Flair (the one with her awesome blue entrance gown) It's a cool figure, but I guess everyone loved it.
Also the battle pack with Daniel Bryan vs. Miz and Stephanie McMahon vs. Mick Foley.

Bone crusher Dr Death and whatever the hell that Jackie was. My TRU has that dang Jackie until like 2010 it was trashed and would keep coming back. (I think someone just kept hiding it in the store for 11 years ) I would agree and call this the biggest shelf warmer of my lifetime.

Series 1 Mickie James at one point my TRU had 10 pegs full of just her and that lasted like that for the whole year. Funny thing is they are basically rereleasing it with different lower legs in E58 from the quick glance I took of the Elite figure at Target yesterday.
Also the DM HBK and first Macho Man. One of the KMarts that was closing by me had a whole aisle and an end cap of those two figures. But I am thinking (hoping) that they were all product that was transferred there by other stores that closed.

The Orton that came in a past elite line. There is a Walgreen in Chicago that has had a shelf full for a long time now. Nothing new gets to that Walgreens on a count of that Orton clogging those shelves.

Its easy to say Tito and Sid, but due to time separation we're forgetting some all time shelfwarming classics from the beginning of the line.
Elite 1 Punk Elite 2 DiBiase Elite 3 Cody and Miz Basic 3 or 4 Mickie James Elite 4 Finlay Elite 5 Kozlov Elite 6 Punk and Cryme Time (especially Shad) Elite 9 Orton (WORSE than E12) Elite 12 Orton and Bryan Elite WM Jack Swagger (with the Angle-like singlet) Elite Build A Ricardo Big Show and Miz Elite Build a Cole Bryan Elite Build a Heyman Punk Elite 16 Rock (with the horrific painted on goatee) Elite 18 Brodus Elite 20 Christian Elite 23 HHH I'll stop here, but I've done a lot of traveling, and I have seen copious amounts of all of these everywhere.
Possibly the worst shelfwarmer of all time is saved for last.....
Cody and Ted basic 2 pack, particularly the first...and boy was it ever basic.

I remember Classic Superstars Fabulous Moolah warming shelves for years around where I lived. Many of the packages would be damaged and that didn't help either.
Currently, I'm seeing Tito (like everyone), wedding dress Lana (a great figure, but not released at the right time) and a majority of the NXT Takeover Series 1 line hogging up shelves. The Zombie line doesn't seem to move much around me, either.

There is still a Daniel Wyatt and a Bo Dallas elite at a store near me.
But it has to be a tie between Tito and the Del Rio build a figure basic.
