NXT is developmental, it couldn’t ever be self sufficient - it isn’t meant to be. If it was supposed to be profitable, they would pay talent less and thus miss out on talent. It’s a place to create the next generation of stars, either from scratch or helping indie wrestlers be TV-ready. It’s a hugely expensive operation that eventually pays off by filling Raw and SmackDown with talent to perform on the shows that bring in that delicious TV rights money. HHH has crafted a fun little niche with it where he’s made anti-WWE fans love a WWE product, but don’t be fooled by the echo chambers. It’s nowhere near the popularity of the real shows. It just has more appeal to the hardcore fanbase, and that’s fine. It means WWE has the ultimate internet fan promotion and don’t have to worry about whether it draws money. I feel like you've copy and pasted this into different threads too.

You also must remember there are only so many cities to visit in Florida, and these cities can get fatigued if they go too often, which might help to explain those attendance numbers.

NXT wouldn't survive on its own. It's been pretty well documented that they lose money on it, but it's worth continuing to run for obvious reasons.
The spot shows in Florida usually draw very small crowds, because the market is over saturated. It's not much different than going to local indy fed X in that area, and there's rarely any names of note on the cards, save for one or two from time to time.
The road shows are definitely more robust, but it seems to me like WWE's consistent false advertising of talent has hurt those shows (not to mention the "star power" isn't as strong as it once was.) They've been taking great liberties with "card subject to change" lately, and it can be a deterrent for repeat business in a given market.

I was at Takeover London and that was a sold out 10,000+
Obviously not a house show but when the event was first announced it wasn't actually a takeover at that point
