Steiners would be a must-buy for me. Would pass on a Big Pappa Pump. Dynamite would be another. Billy Graham is a big name I'm legitimately surprised hasn't been made yet. I wasn't watching when he was around but I could see me getting into him enough to get his figure. Wrestler or commentator Jesse Ventura would be nice. Either or. I'm more interested in the more niche stuff now. We got most big names thus far. More so different versions, gimmicks or attires needed now.
If we get a Linda McMahon figure clogging shelves before any other wrestler I'll be angry.

Legit BIG names that even casual fans would know? Ehh, probably not many, if any.
Big names to fans? Probably:
Steiners Dynamite Billy Graham Gorilla Monsoon Jesse Ventura Jarrett Jushin Liger and, of course, the oft-mentioned trinity: Chyna, Owen, and Benoit

Double J should be close I think and I'm surprised that PS Hayes hasn't been done yet either. Maybe since they took so long for him to get into the HOF, they are doing the same with an Elite Figure.
British Bulldogs, a must. Powers of Pain, another must too.
Valentine, Hercules, Brother Love -- all would be solid.

Just because I think it's handy, here's a list I made of the characters Jakks did that Mattel has not done. Right now there are 76 (which counts Backlund and Sherri coming out)
Abdullah The Butcher Abe Knuckleball Schwartz Adam Bomb Al Snow Andy Kaufman Bad News Brown Barbarian Bastion Booger Billy Kidman Bob Backlund Bob Holly Brian Christopher The British Bulldogs (and specifically Dynamite Kid) Brooklyn Brawler Brother Love Bruiser Brody Buff Bagwell Captain Lou Albano Chainsaw Charlie Chief Jay Strongbow Classy Freddie Blassie Colonel Mustafa Crush (any singles version) Dangerous Danny Davis Don Muraco Dr. Death Steve Williams Droz Ernie Ladd Fabulous Freebirds Fabulous Moolah Giant Gonzales Gorilla Monsoon Greg The Hammer Valentine Handsome Jimmy Valiant Haku/Meng The Hardy Boyz (Attitude Era/Flashback) Harvey Wippleman Hollywood Blonds Hollywood Hulk Hogan Ivan Koloff Ivan Putski Jack Brisco Jerry Brisco Jesse The Body Ventura Johnny Rodz Ken Patera Kevin Sullivan Killer Bees Killer Kowalski Koko B. Ware Lance Storm The Genius Lanny Poffo Luna Vachon Mae Young Mabel The Midnight Express The Mountie Mr. Fuji Nikita Koloff One Man Gang Outlaw Ron Bass Repo Man Rick Steiner Rock and Roll Express Rocky Johnson Sabu Sensational Sherri The Sheik Spike Dudley Steve Blackman Strike Force (and specifically babyface Rick Martel) Sunny Superstar Billy Graham Tank Abbott Tony Atlas Tazz Val Venis Vince McMahon 80s WWF Zeus
Of that list, I'd say these stand out for me: Adam Bomb Barbarian Bob Holly Dynamite Kid (Bulldogs) Crush (singles version) Giant Gonzalez Gorilla Monsoon (preferably announcer version) Greg Valentine Haku Jesse Ventura Killer Bees Koko B. Ware Mr. Fuji One Man Gang Sunny
and then Val Venis, Steve Blackman and Al Snow for some Attitude Era midcarders
