Steven Regal is the oldest one I've seen. The box was pretty beat up.

Literally a few weeks ago the wife and I were going to a swimming hole a few hours away. We stopped a few times, and at one stop there was an off the ropes Lance Storm at one Rite Aid and Off the Ropes Dreamer and Kennedy at another. Same trip. Mattelwise, different Rite Aid, different trip, they had Extreme Rules (Or over the limit?) Basic Del Rio and Elimination Chamber Drew McIntyre. Since Drew won the title however someone bought the figure, even at 16.99.

I remember the Zellers in my town still had that impossible to sell BCA signature series Jacqueline when Mattel was starting up. Behold, the once plague of Nova Scotia, Canada. This looks like Celia Cruz. Yikes! There is a Walgreens a few towns over from me that still has an Elite Berzerker figure.

9-1-2020 Put the reference shot of other items in the toy area to show it’s not some vintage store. It’s like a warehouse version of Ross or Marshall’s called Cargo Largo. I would suspect returned items, but they require receipts and 20+ years is way past 30 days. Plus the condition of the cards/bubble aren’t perfect but I’d have to think someone that took that good care of them for that long would know about eBay. Didn’t buy because well I own them all from 1997-99... Macho I thought about because the packing is nostalgic, but I have a feeling these were found somewhere and they eBay prices, because I don’t need it for $20. Might’ve bit for $9-12 like the others. I’ve had dreams of being in a Kmart or similar and the pegs were full of this kind of stuff, but also for 90s msrp....

Cargo Largo got their start as a reseller of discarded insurance inventory, at one point doing all their business exclusively through eBay before opening their storefronts. I wouldn't be surprised to see more stuff of this age in their warehouses.
