The plan right now for The Hardys is to use them as singles competitors. Jeff and Matt were only scheduled to work together one time, but due to the fact that they are so over as a team, WWE has continued to use them as tag team.
WWE wants to give Matt a long-term singles push on SmackDown in a soap-opera type storyline. The idea is to make him a babyface that loses all of the time, but remains over with the fans. While that isn’t much different from his current role in the company, it will be an elevated version as he will defeat better superstars and will be losing to the top guys on SmackDown.
As for Jeff, the plan is give him some type of prankster gimmick where he will be playing pranks on people backstage. This will perhaps be a way for him to be involved in the Jackass angle at SummerSlam.

It doesn't bother me either way. I enjoy them both whether they are on their own, or are tagging in the ring.

How do they plan on keeping him over with the fans if they're going to continue to bury him? And for that matter, what is it with Vince's hard on to break up the Hardys? I've never seen someone who hated tag team wrestling so much.

As an unit, The Hardys are arguably the most over thing in the WWE. Actually wanting to break them up for long periods of time makes no sense whatsoever. It's almost the same as saying you don't want ratings or profit.
