PJ will be able to give you a whole lecture on this subject. Both him and Rated R Ninja have made customs/fixups of attitude era HHHs in which they used the scan most people are suggesting which is that like the RA14 one.

There's none like you want. The closest in black trunks would be the RA14, but the trunks logo is wrong and he's too bloated. I've don a few customs using a modified TTL head & various torsos. (CW torso, Hw torso, & Ripped HW torso) Personally I like the CW torso the best (followed by the ripped HW torso) as I personally think he was very lean back then. CW torso -  CW torso w/ TTL crotch piece -  HW torso -  Ripped HW torso -   And if you don't want to modify a TTL head here's what the RA14 head & right arm look like on the leaner NYR HHH body -  |

Like many others have said, there isn't a RA Triple H released from the attitude era. Your better off making a custom, try to track down the TTL Triple H scan (as shown in PJs pics) and put it on the CS16 Sid figure, add Triple H forearms too. I have the HHH logo printout from that era if you need it.

I would say take the IE DX one, switch out the legs with black trunks and keep the crotch piece.
