Obvious, Randy Orton. He did great heel at this time. But JBL did that well as well, but JBL's promo just pure god! He amazing to be heel at promo.

There is absolutely no question that Randy Orton is the best heel in WWE right now.
Vickie Guerrero would be the second best heel, with Edge right behind her.

Jericho.
Orton is too popular - he's a great character, but he's by no means the best heel at the moment, he gets far too many cheers for that.
Edge has been pretty "meh" (and kinda low-profile, considering he's won the belt twice) since he came back at Survivor Series.
Vickie and JBL are also great heels, but for me, Jericho really goes the whole hog and he has the whole package where fans can really get behind his opponent in a wrestling match. JBL and Vickie don't have that.

I voted Jericho, but it was close between him and Orton. Edge is nowhere near either of those two. As I said in a different thread not too long ago, Edge wouldn't generate half as much heat as he does if it wasn't for Vickie and Lita being magnets for a good crowd reaction. Without them, he's a generic heel.

Jericho... because his promos consist of more than just gurning, bellowing and talking in a monotone voice, like Orton's do.. He also doesn't need to continually punt people in the head, to get over..

Last year it was Edge, but this year I feel that Orton has surpassed him. Jericho did really well too, but Edge and Jericho have been booked to look weaker than Orton as of late. Orton just seems so evil, like Edge last year. Almost booting Steph was a huge deal. I was so disappointed when Shane took it.

The difference between Orton and Edge is that Edge is shown being a coward and always getting the cheap victory, and he really doesn't play the heel role for me. But Orton is a great heel. Can do well on the mic, can do well with the fans, and has kicked the boss's skull.
