Triple H or Kurt Angle
right now HHH has 13 world championship reigns and Kurt Angle has 12
Both men have the potential to pass Flair and I'm certain both will pass him
So Triple H (13) or Kurt Angle (12)

No promotor who respects the wrestling business will ever book somebody to get more title reigns than Flair.
So I predict nobody will ever surpass 16.

The obvious answer is Angle. He will probably win it twice more this year alone. Triple H will probably just have one semi-lengthy run in '09.

Kayfabe terms, HHH or no one.
If you want to get technical, Flair has 22 or so, the six not counted by WWE are:
1 WCW World Championship (winning the held-up title against Steamboat), both WCW International "World" Championships, and 3 NWA World Championships (the one against Tatsumi Fujinami, the one against Sting, recognized only as a WCW Championship, and the one against Harley Race, won in Singapore).

Edge needs 9 more to surpass, On impact, Angle said Sting cost him (angle) his 13th world title reign so he is recognised as 12, just as hhh is 13 and flair 16

Gold Medal can be arguable, and if you're going by PWI criteria, that's bull anyway, a World/Heavyweight Championship is described as the top achievement for any sport or contest. Angle won the top acheivement in the fed, it should count. In that case, there are loads of wrestlers who shouldn't be considered World Champions.
