Because Hall was always trouble and could never be the face of a company. As much as I would have loved it, Hall was far too deep into his off camera habits to do anything like that.

really i think it came down to the fact that he could not be trusted with the title. drunkenly groping 50 year old flight attendants isn't exactly the behavior a company wants in their world champion. i totally agree I agree to a certain extent, but he wasn't always a drunk. I meant back in '93-'95.

Scott Hall never became champion mainly because of his attitude, both in the locker room and towards fans when on the road. I just saw one of WWE's "Legends of Wrestling" DVD "The Heat Seekers" I believe in which Mick Foley tells a story of the first road trip he was on with the company and he was in the locker room talking with Hall and how Hall was bitching about only making $400,000 a year (this is the early 90's BTW), and how one of the older vets couldn't stop laughing at the face Mick made when Hall said the amount of money he was bitching about!
The other story is in Bret Hart's book in which he said that after awhile all the boys nicknamed Hall "Razor the Moan." For all the complaining he did. Also how onetime the WWE was on tour in Europe (Germany I think), where Hall was over HUGE, and a kid dressed in full Razor gear approached them at a restaurant for his autograph, and Razor told the kid to wait. Hall made the kid wait untill he was done with his meal, then after NEVER signed anything for the kid. Crap like that management knows about, and it is part of the reason guys get pushed or not.

He's one of the best wrestlers/personalities/mic workers ever in professional wrestling. He could work both big and small guys, and always made his opposition look good in the process (i.e; the 1-2-3 Kid).
There's no real doubt that he was limited to the upper-midcard because of his wild backstage antics and problems with substance abuse. It's a shame, too, because he would've been a great World Champion. He certainly earned the right.
But in the end, Scott Hall stopped Scott Hall from reaching the heights that he should have.

Scott Hall stopped Scott Hall from reaching the heights that he should have. That literally breaks my heart to hear, because it's the truth, and Scott has always been one of my favorites. And to see him from his Razor days and Wolfpack/nWo days....compared to him now... 'sigh'

It was really sad to me when I saw how he looked like in his last "run" in TNA.
