The state of Michigan is sometimes called "The Mitten State". Holding up your hand like that resembles the state. When telling people where you are from, instead of saying "I'm from so and so", you can simply point to the area on your hand. People will then have a better idea of where you are from.
So he is pointing near the thumb area, so that means he's pointing to an area around Detorit.
