I remember in 1996, just after the Outsiders announced they'd have a 3rd man at Bash at the Beach, the Internet was a buzz about who it would be. Everyone was basically a guss, from Yokozuna, Bulldog, Bret (the original 3rd guy), Flair, Luger, etc The one thing I always remembered reading was the use of HBK in 1998-1999. I cannot tell you how many times he was used in a story line or made an appearance only to have the WWF edit it out because he quit or showed up hammered. It seemed like every week for those couple of years the rumors of HBK returning were high. Where there any rumors about the 3rd guy being Hogan or was that really a complete shock? There were some rumors of Hogan, but none more than others like Bret, Luger, Flair (At least on the sites and chats I was a part of). I know for me, Hogan turning heel as a HUGE shock to me. From what I understand, Bret Hart was supposed to have been the 3rd guy, but changed his mind and eventually re-signed with the WWF.

I heard the third man was going to be Sting, but then they decided on Hulk Hogan. Nothing to do with Bret Hart.

Well, I will not say whether that is true or false as I'm sure at one point or another in 1996 false info was given out in order stir things up. But I believe it was in Bischoff's book he confirms Bret Hart was intended to be the 3rd man but contract negoiations fell through and I'm pretty sure Hogan was the 2nd person in mind for the 3rd man spot. But I also believe Sting, Luger, and Flair were all highly considered for the spot. Remember the idea of the nWo was to make it seem like guys from the WWF were invading WCW.

I read that Bret was the original 3rd man but as explained negotiations fell through. So Hogan was then asked to do it, but if he refused, Sting was gonna be Plan C.
I also read Hogan was offered a WWF contract in 1997 and a main event spot at WM13 but refusedand stayed with WCW.

It's actually been confirmed by reliable sources (Hall, Nash, Hogan, Sting, etc.) that Sting was the original plan for the 3rd man. That was why he started to grow his hair out and stopped dying it, they had been planning a heel turn for some time. But, last minute (literally days before Bash at The Beach) Hogan decided he wanted to do it instead and Sting was bumped. To my knowledge, Hart was talked about but was never a lock for the 3rd man. He was still under WWF contract at the time, since his contract expired in the fall and he was doing overseas tours. Bret himself confirmed that in his book.

Figured, thanks for the confirmation though. Bret Hart as the leader of the nWo would've been wishful thinking. I remember reading in Shawn Michaels book he was very unhappy in WWF around mid 1997. I think it was the time he was tag team champions with Stone Cold. He actually told Vince he wanted out of his contract and wanted to go to WCW.
that was a rumor that was true.
