If you're talking about the tournament itself, then for modern-day WWE, I'd go with KOTR 2000, which I saw on PPV, but was a little disheartened to see Benoit VS Rikishi go to a DQ in the QF. For the entire PPV, 2002 was quite good, as Lesnar was unbelievable as the rookie monster that won the event, plus RVD VS Jericho was quite good too. 'Taker VS Triple H was alright, and The Rock's backstage segment with Booker T and Goldust was pure gold.

Biased, as I was at 2002. So...2002.
Non-biased...hm...we're talking about the whole thing and not just the tourney, right?
1993 had some solid, solid matches, like Bam Bam vs. Bret, and Perfect vs. Bret, as well as the end of the WWF version of Hulkamania.
1994 had a great WWF Championship match, that turned Diesel into a main eventer, and featured the beginning push for Owen Hart, as well as a great match against the 1-2-3 Kid.
1995 is no doubt, the worst. The less said, the better. Mabel vs. 'Taker, really?
1996 is historic for the birth of Austin 3:16 and basically being the starting point for the redefinition of wrestling that would come in 2 years, as well as a good main event WWF Championship match.
1997 didn't have much going for it, except for a phenomenal Austin vs. HBK match that's worth watching.
1998 has, of course, the historic Hell in a Cell.
1999...passsss....
2000, I will always remember for being such a horrible tournament. They had such TALENT in that tournament between Benoit, Angle, and Jericho, and yet, they blew Angle-Jericho early, and knocked out Benoit in the quarter-finals. Horrible booked.
2001 had a solid WWF Championship match, a pretty good tournament, and the near-death of Shane McMahon.
2002 was, of course, the rise of Brock Lesnar, Jericho vs. RVD (and subsequently, Jericho vs. the Internet), Angle making Hogan tap out, but a horrible Undisputed title match.
I'll give the nod to...1993. Bret Hart vs. Mr. Perfect is too much win.

I didn't like King Of The Ring 2001 that one to me was so boaring Hey, and wait--! KOTR 2001 had Shane McMahon vs. Kurt Angle! That match was FAR from boring, and it made the whole PPV worthwhile for me.

Anyone know why it got stopped? It looks like it will return with the WWEs interest in gimmick matches
I like how they introduced the Summerslam Title shot to the winner. I think it helped raise the importance of both events similar to Rumble/Mania. It also allowed for a long build to the Summerslam main event.

1998.
WWE really needs to release the entire KOTR collection on DVD - and include the older Tourney's of the 80's as well.

1996, 1997, 2000, 2001, 2002 could all be a possibility.
