Attire inaccuracies are the least of your worries. I used white-out as facepaint once, a long time ago, when I was in my early teens. The custom looked just as bad as this.
Actual paint and patience are your friend. Substituting them with white-out and swiftness will always get you these types of (bad) results.

Sorry buts its horrible. But there is only one way up from here, use a more finer tool next time when painting the face and make sure you let pain dry before applying the black.

I have a question for most of you... How the Hell would I ever improve if all you say is ...Thats so bad worst custom in history...In march i "customized" my own sting figure by painting face paint on a lance cade head and putting it on the deluxe aggression Mr. McMahon...Well i decided i didnt like it so i changed feet, hands, and other stuff and redid the head. Don't let it get to you. Most people just love trying to be funny, and get a kick out of raising their post counts.
Few tips for you, since you do seem to really want to learn.
For one, get some paint. Apple Barrel, Folk Art, Delta Creamcoat (sp?), etc. Also get some simple brushes (smaller ones for small jobs like this face paint, and bigger ones for painting larger areas).
Second, make sure to take your time. This is possibly the biggest tip anyone can give when it comes to doing this. Rushing will just lead to clunked paint, faded spots, visible smears, and just an all around waste of a good figure and paint. You want a smooth, good looking figure when you're done with your work.
Try to paint in one small spot at a time. When using some/most colors, the wet paint will look as if it's completely covered the area you painted, but once it's dried you'll notice another coat is needed. This may not be a necessary step for some, but for me it leads to better skintones and coloring.
Be a bit gentle when painting. Don't just dump your brush in the paint and start slapping it on the figure. Try and keep your brush a little damp (no fully wet). And when you dip it into the paint, be sure to dab it on a napkin first, just to keep the paint from going onto the figure in a huge gunk.
Lastly, don't waste your time with substitutes. White-out, pens, sharpie, markers, pencils, etc. They are not the answer for much. The only time a pencil is acceptable, is if you did a skintone on the figure. If it's a light color, some people have been known to use pencil (even color pencils) as a way to do tattoos. Even then, you'd have to be patient, and go over it after words with a sealer to keep it from smearing. I personally use a very fine point pen for most tattoo work. Again though, this is something that needs to be used in conjunction with sealer, otherwise it's just going to smear off.
The last bit of advice is obvious. Practice. Practice, practice, practice! It's the only way to apply the painting/sculpting tips anyone will give you. Just try and do it on figures you don't use or need. Since you're going to make a lot of mistakes at first, don't go ruining your good figures.
